Towards developing ecological industrial clusters

Dong Nai currently has dozens of planned industrial clusters (ICs) and half of them are in operation. However, the IC model in Dong Nai and the whole country has had many shortcomings in the past. Slow investment in infrastructure completion, attracting a small number of secondary enterprises as well as limitations and arising issues in environmental protection are still unresolved obstacles.

In order to develop sustainably, in addition to the orientation of building ecological industrial parks, Dong Nai is also determined to transform and pilot the construction of ecological industrial parks with new projects.

There are many limitations

Dong Nai has tens of thousands of enterprises operating in production and business in the area, but most of them are small and medium-sized enterprises. With small production scale, limited technology and resources, very few enterprises can rent land and build factories in industrial parks, so industrial clusters are the right model for these enterprises. Dong Nai has also decided to relocate and concentrate factories in industrial parks and industrial clusters, so the problem of production space suitable for local planning is urgent for all enterprises.

According to the Department of Industry and Trade, the industrial park model is a place where production projects are concentrated with high density. This contributes to the effective use of land funds, facilitates the restructuring of land funds for urban development and facilitates the handling of environmental pollution.

In industrial parks in Dong Nai, there are 192 secondary projects, of which 135 projects have come into operation. This number is very modest compared to the number of small and medium enterprises and production facilities in need of premises.

The goal is that, but the development of the industrial cluster model in the province so far still has many limitations. Dong Nai has 31 industrial clusters planned, of which 16 have been established, 12 are in operation, but currently only 4 have basically completed infrastructure. In addition, only 5 of the operating clusters have invested in centralized wastewater treatment systems. Some industrial clusters have not treated wastewater or have not met standards before discharging. Industrial waste, especially hazardous waste, is not properly classified and treated. The planning in the clusters is still lacking in synchronization, lacking a common environmental technical infrastructure system such as centralized wastewater treatment plants, waste collection systems, etc.

These things somewhat limit the opportunity to access and meet production needs for small and medium enterprises. For example, the Dong Nai Young Entrepreneurs Association has more than 600 members across the province and is developing in both quantity and quality. The problem is that many member enterprises are not operating properly, and factories have not yet entered concentrated production areas. In a quick survey in 2023, dozens of members of the Dong Nai Young Entrepreneurs Association said that they have a need to rent land in concentrated production areas in industrial parks and clusters. According to Chairman of the Dong Nai Young Entrepreneurs Association Dang Quoc Nghi, enterprises want the State to support them in terms of mechanisms, policies, and building industrial parks so that enterprises can access, learn, and have plans to rent land and build factories in a reasonable manner.

Building new ecological industrial clusters

The long-term consequences of decentralized industrial production have forced localities to plan concentrated industrial clusters, but the development of clusters has not yet met expectations. Limitations in infrastructure construction, especially environmental protection infrastructure from existing industrial clusters, require changes in the way industrial clusters are built in a sustainable manner.

According to Mr. Van Huu Dong, Deputy Director of the Department of Industry and Trade, to develop industrial parks in a green, energy-saving and environmentally friendly direction, there needs to be preferential policies and mechanisms to attract investors to participate in building technical infrastructure for industrial parks. The province supports investors in compensation, site clearance, procedures for establishing industrial parks, and infrastructure investment to speed up investment progress. At the same time, localities work with investors to reach agreement and commit to investment progress.

The Provincial People's Committee has assigned the Department of Industry and Trade to pilot the construction of Quang Trung Industrial Park, Quang Trung 2 Industrial Park (Thong Nhat District) and Hang Gon Industrial Park (Long Khanh City) into ecological industrial parks. These industrial parks will prioritize industries that generate little waste, use clean technology, high technology, and do not pollute the environment.

Mr. Trinh Tien Dung, Chairman of the Board of Directors and General Director of Dai Dung Mechanical Construction and Trading Joint Stock Company, the investor of Quang Trung Industrial Park, said that in August 2025, the company will start construction of the industrial park's infrastructure. It is expected that by June 2026, the infrastructure will be completed to welcome secondary investors. Quang Trung Industrial Park is a project designed and built according to green and ecological standards.
