Da Nang focuses on building digital infrastructure through financial Sandbox models to turn the city into a leading digital financial center in the region.

On the afternoon of June 4, in Da Nang city, the General Conference on Connecting and Developing Blockchain Technology and Artificial Intelligence 2025 took place.

This is the main event in the Vietnam Blockchain Technology and Artificial Intelligence Week 2025 (Super Vietnam 2025) organized by the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence (DASC) in collaboration with Orochi Network Company Limited and FPT Online Services Joint Stock Company (FPT Online).

With the theme “Emerging Tech: Creative synergy, future orientation”, the conference aims to affirm the role of the technology ecosystem in socio -economic development.

The conference also discussed opportunities and challenges of blockchain, AI and proposed promoting testing, investment, human resource development and investment potential to develop Da Nang into a financial and digital center.

Promoting Financial Sandbox to make Da Nang a leading digital financial center

Speaking at the conference, Mr. Ho Ky Minh, Vice Chairman of the Da Nang People's Committee, said that Da Nang is currently orienting towards the strong development of digital financial services, fintech and blockchain. These are key areas to promote digital transformation and the city's digital economy.

Modern fintech models such as e-payment, e-wallet and blockchain-based lending are helping Da Nang become an attractive destination for financial technology businesses.

Da Nang also focuses on building digital infrastructure through the Digital Financial Sandbox and Free Trade Zone models, creating an open testing environment, promoting creativity and innovation. "This is a strategic step to turn Da Nang into a leading digital financial center in the region, strongly connected to the global financial network," Mr. Ho Ky Minh informed. In addition, Da Nang is also preparing the necessary steps to develop an International Financial Center, creating a platform for cross-border transactions and connecting to the global financial market, in line with the orientation of digital economic development and international integration.

Therefore, the discussions at the Sandbox Conference on digital finance implementation are a testament to the aspiration to build an innovative ecosystem where ideas are tested, developed and applied in practice right in Da Nang. “I believe that with this orientation, Da Nang will not only be a digital technology center, but also a destination for innovative and breakthrough startup ideas in the region ,” said Vice Chairman of Da Nang People’s Committee Ho Ky Minh.

The Law on Digital Technology Industry has many preferential policies to promote AI.

Regarding Vietnam's national strategy on blockchain and AI, Dr. Nguyen Thanh Tuyen, Deputy Director of the Department of Information Technology Industry, Ministry of Science and Technology, said that the Party and State have great expectations for science and technology, considering it a mandatory choice to better serve people's lives.

According to Dr. Nguyen Thanh Tuyen, the development of artificial intelligence (AI) has turned businesses into smart businesses, and the economy into a smart economy. It is not just technology but a strategic lever to improve productivity.

“Currently, AI is present in all areas of life. Civil servants in particular are being trained to use AI in their work to improve productivity and efficiency. The same goes for other industries. AI has been and is penetrating into daily life, ” said Dr. Nguyen Thanh Tuyen.

Regarding blockchain, according to Dr. Nguyen Thanh Tuyen, this application creates a foundation for transparency, safety and innovation. In particular, blockchain can enhance transparency and fight corruption; trace the origin of agricultural products, one of Vietnam's strengths, increase export value; optimize supply chains and logistics; promote innovation and startups.

The Party and the State have issued many Resolutions to promote science and technology, innovation and digital transformation. Notably, Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation is a highlight.

Resolution 57 identified the development of science, technology, innovation and national digital transformation as the top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.

Notably, the Draft Law on Digital Technology Industry is expected to be considered and approved by the 15th National Assembly during its 9th Session (currently taking place). This will be the legal framework for developing production, research, and supply of products and services based on new digital technologies, especially artificial intelligence (AI), big data, blockchain, Internet of Things (IoT), and cloud computing.

The draft Law on Digital Technology Industry is expected to have many preferential policies to promote investment in the AI ​​field such as tax and financial incentives; support for land and infrastructure for human resource development; promoting the market and commercialization; controlled testing mechanism... to create favorable conditions for businesses and organizations to invest in the AI ​​field, promoting the development of the digital technology industry in Vietnam.

At the conference, delegates also discussed issues related to completing policies and legal frameworks for developing blockchain and AI applications to create technological breakthroughs and promote digital technology. In addition, they discussed issues related to building an international financial center, sandbox mechanisms and opportunities for startups in Vietnam.

Da Nang city leaders said that the city is promoting testing of the financial sandbox model, attracting investment in fintech and blockchain.

According to Dr. Nguyen Thanh Tuyen, Deputy Director of the Department of Information Technology Industry, the draft Law on Digital Technology Industry, which is about to be considered and approved by the National Assembly, will create a legal corridor and incentives for the development of AI, blockchain and new digital technologies.
