Towards digital administration

(Baothanhhoa.vn) - With the "fulcrum" of science - technology and digital transformation (DTS), Thanh Hoa is in the top 12 localities nationwide with good quality of online public services with an almost absolute rate of administrative procedure (TTHC) files being resolved before and on time (99.51%). This is proof that the traditional paper-based administration is strongly transforming towards digital administration.

Towards digital administration

People perform administrative procedures at the Reception and Result Delivery Department of Hoang Son Commune (Hoang Hoa).

To strongly reform administrative procedures and provide online public services, localities in the province have increased investment in infrastructure, equipment and technology to serve work. Up to now, infrastructure and information technology (IT) equipment in agencies and units from provincial to communal levels have been invested to serve professional work and digital transformation; 100% of cadres and civil servants are equipped with computers and IT equipment; 100% of agencies and units in the province have LAN infrastructure and internet connection to ensure smooth and safe performance of professional tasks; 100% of information systems of agencies and units in the province have converted to using version 6 addresses (IPv6).

With the motto "Taking people's satisfaction as a measure of operational efficiency", the staff serving public administration at all levels are regularly improving their professional qualifications and communication skills, serving well the reception and resolution of administrative procedures.

At the Reception and Result Delivery Department of Hoang Son Commune (Hoang Hoa), the full phone number, address, and email address for receiving feedback and recommendations on administrative regulations are posted, so that people can directly contact them when encountering difficulties; a QR code board with all essential administrative procedures for people to conveniently look up and perform public services...

Chairman of the People's Committee of Hoang Son Commune, Le Hung Tuyen, said: We coordinate with functional units to train cadres and civil servants to perform tasks related to digital transformation in administrative reform. After the training, the IT level of cadres and civil servants has been improved; they can use and operate the systems proficiently; they have the skills to handle computer problems during use, helping to solve work faster and better; cooperative cadres know how to post and manage orders on e-commerce platforms; cadres and civil servants assigned to manage the website know how to create news and manage the electronic information page better... In particular, the commune has built digital transformation application models to effectively implement administrative procedures, helping people and businesses access administrative procedures in the fastest way to ensure the rights and time to resolve administrative procedures for citizens.

Along with efforts to reform administrative procedures, localities in the province have also actively promoted and supported people to operate and use public services online remotely. Instead of having to go to public administrative agencies, people can send and receive documents online anytime, anywhere.

Ms. Do Thi Van, an official of the Hai Linh Ward People's Committee Office (Nghi Son Town), said: "For simple administrative procedures such as birth registration, permanent residence registration, health insurance for children under 6 years old... we instruct people to use technology and smartphones to submit their documents online at home without having to go to the Ward People's Committee to do it directly. This helps reduce pressure at the ward's "one-stop" department and helps improve people's digital capacity."

After nearly 4 years of implementing Resolution No. 06-NQ/TU of the Provincial Party Standing Committee and the Project on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, issued by the Prime Minister in Decision No. 06/QD-TTg (Project 06), digital transformation activities in Thanh Hoa province have achieved many results, contributing to creating a breakthrough in the socio -economic development of the province.

Thanh Hoa has announced the list of 171 additional administrative procedures eligible for full-process online public services of 12 ministries; the rate of digitization of records and results of administrative procedure settlement reached 93.49%, the rate of records with electronic results reached 96.01%; the province's administrative procedure settlement information system is currently providing 1,805 online public services (900 partially online public services and 905 fully online public services), of which the rate of partially online submitted records reached 93.13%, the rate of fully online records reached 96.84%.

The province has also ensured the progress of 25 essential public services according to Project 06; 28 public services according to Decision No. 422/QD-TTg; 28 public services according to Decision No. 206/QD-TTg of the Prime Minister . Along with that, the construction and maintenance of the province's open data portal with more than 344 open data sets in 16 fields to serve organizations, businesses, and people to look up, exploit and use free of charge data provided by state management agencies, gradually implementing publicity, ensuring transparency in state agencies.

With efforts to bring public administrative services to the digital environment, in the PAPI (Provincial Governance and Public Administration Performance Index) component scorecard, Thanh Hoa ranked 13th out of 61 provinces and cities nationwide. This demonstrates the continuous efforts of local authorities in reforming administrative procedures to provide effective public services, improve the quality of State management and enhance the efficiency of serving people and businesses.
