Mobilize all resources, cut back on or postpone non-essential tasks to focus on overcoming the consequences of Typhoon No. 3.

(Haiphong.gov.vn) - On the afternoon of September 14th, Mr. Le Tien Chau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Hai Phong City Party Committee, and Head of the Hai Phong National Assembly Delegation, chaired a meeting of the Standing Committee of the City Party Committee to hear a report on the statistics of damage and solutions to overcome the damage after Typhoon No. 3. Also attending were: Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee; Mr. Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; members of the Standing Committee of the City Party Committee; and leaders of departments, agencies, and units. The meeting was conducted online with local authorities.

According to the report of the City's Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense, as of 12:00 PM on September 14, 2024, the city had recorded 2 deaths (in Tien Lang and Thuy Nguyen districts), 65 injuries; 102,873 houses damaged; 94 national defense and security facilities damaged; 575 schools damaged; 467 medical facilities affected; 895 cultural works and historical relics damaged; 25,561 hectares of rice fields damaged; 3,305 hectares of crops and vegetables damaged; 3,303 hectares of forest damaged; 82,006 urban trees broken or uprooted; 4,655 hectares of aquaculture affected; 3,215 power poles broken or uprooted; and 70 transformer stations damaged. 30,554 factory buildings, workshops, and industrial facilities were damaged; 1,268 office buildings were damaged; 213 markets and shopping centers were damaged... The total estimated damage (in monetary terms) to date is 10,829,585.88 million VND.

The damage caused by Typhoon No. 3 in the city is very extensive, and some units and localities have not yet fully restored their communication systems, making it impossible to fully assess and compile statistics.

At the meeting, leaders of local departments and agencies reported on the damage caused by Typhoon No. 3 and plans for damage mitigation; they also made recommendations and proposals for support in overcoming the aftermath of the typhoon.

After listening to reports and opinions from departments, agencies, units, and localities, Party Secretary Le Tien Chau highly appreciated the involvement of the entire political system and armed forces; he was particularly pleased to receive the solidarity, support, and vigilance of the people in the work of preventing and combating typhoon No. 3, thereby minimizing the damage caused by the typhoon. He acknowledged that all levels of government had implemented many creative and responsible solutions to care for the people when they were moved to temporary shelters.

The Standing Committee of the City Party Committee basically agreed with the statistics on damages and the solutions being implemented and planned for the future. However, the City Party Secretary noted that the damage assessment must be methodical, unified, urgent, and responsible, ensuring accurate statistics that will lead to effective solutions. After hearing the reports, it was observed that various sectors and localities were still confused and overlapping in their damage assessment, resulting in discrepancies and ultimately hindering the full utilization of the data.

The Party Secretary of the City Committee requested that guidelines be established on how to compile statistics and that the process be strictly monitored; that relevant departments provide detailed instructions, specifying timelines, separating overlapping content, classifying citizens, businesses, agency headquarters, state-owned facilities, and distinguishing between local and central government damages. Central government agencies located in the locality must request financial support from their superior agencies; the source of funding for remediation must be clearly defined. The unit or locality responsible for compiling the statistics must be accountable for their accuracy.

In addressing the issue, the Party Secretary of the City Committee urgently requested that the simplified procedures stipulated by law be thoroughly understood; detailed guidance be provided to implementing units; the compilation of damage statistics, the source of funding, the amount, and the target groups must strictly adhere to regulations; and any exploitation of this policy for personal gain is strictly prohibited.

The Party Secretary of the City Committee instructed the Party Committee of the City People's Committee to direct the mobilization of all resources; to cut back and postpone non-essential tasks to focus on overcoming the consequences of Typhoon No. 3; to urgently allocate funds for administrative agencies, hospitals, and schools to repair and mitigate the damage; and requested the Department of Construction and the City People's Committee Office to urgently implement procedures for proposing, appraising, and submitting proposals with the highest priority. Solutions should be implemented to support farmers whose production and agriculture suffered after the typhoon; initially, consider entrusting public investment capital from the city budget to the Social Policy Bank to provide loans to businesses and households for production recovery, focusing on areas such as agricultural production and aquaculture; and consider debt restructuring, debt extension, and debt forgiveness for borrowers affected by Typhoon No. 3.

The Department of Industry and Trade and the Department of Construction are stepping up inspection and enforcement activities to prevent price increases in construction materials; ensuring price stability and the supply of food for the city's residents. The State Bank of Vietnam - Hai Phong branch is directing commercial bank branches in the area to review and compile the losses of customers with outstanding loans in order to promptly apply support measures and alleviate difficulties for customers such as: restructuring repayment terms, considering waiving or reducing interest rates, and continuing to provide new loans to restore production for customers affected by the storm. They are also researching preferential mechanisms regarding taxes, electricity, and water; policies for paying wages and social insurance for employees affected by the storm who had to cease operations; and directing insurance companies to expedite the assessment and compensation process for businesses damaged by the storm.

The Party Secretary of the City Committee requested continued mobilization of forces to clean up streets and residential areas. The health sector should organize disinfection spraying to ensure environmental hygiene and prevent the outbreak of diseases after the storm. Urgent measures should be taken to repair damage to fallen trees, electricity, telecommunications, and transportation infrastructure. The entire political system should focus on ensuring the safety and peace of mind of residents during temporary evacuation from Type D apartment buildings. Activities related to festivals and entertainment should be limited, and Mid-Autumn Festival celebrations should be organized economically to allocate funds for post-storm damage repair.

Following the storm, the production and business activities of enterprises are affected, inevitably impacting the lives and jobs of workers and laborers, even causing difficulties. Therefore, the City Party Secretary requested the Department of Labor, War Invalids and Social Affairs to proactively monitor the situation and promptly advise on solutions to overcome the consequences, ensuring that no workers lose their jobs due to the impact of Typhoon No. 3; all levels and sectors, especially the Trade Union, must promptly implement activities to care for the material and spiritual lives of workers affected by Typhoon No. 3; and the armed forces must continue to ensure political security and fire prevention and control.

To facilitate businesses' focus on recovering from the aftermath of Typhoon No. 3, the City Party Secretary requested that inspection teams currently conducting business audits postpone or delay their work; and that teams included in the plan but not yet deployed be rescheduled to early 2025. The City Party Committee assigned the Party Committee of the Vietnam Fatherland Front to direct the timely allocation and support of funds based on reports from units and localities, ensuring that the funds are distributed to the right people and in the right places. In the immediate future, funds should be allocated to localities to assist people whose homes were damaged by the typhoon, especially those with roofs blown off or houses collapsed.

The Party Secretary of the City Committee requested that all members of the Standing Committee of the City Party Committee, leaders of the City People's Committee, and departments and agencies join hands, promote the spirit of solidarity, and work together to call upon and mobilize businesses and people with the means to support the people in overcoming some of the consequences caused by Typhoon No. 3. Initially, he requested that all agencies and units in the city respond to the campaign and appeal of the Vietnam Fatherland Front of the city. He instructed localities to continue compiling damage statistics after the typhoon, focusing on implementing solutions to rebuild damaged infrastructure, especially urgent items at schools, hospitals, and administrative offices. Regarding telecommunications, electricity, and water infrastructure, most have been restored; however, further review and consolidation are needed to ensure stability and maintain the quality as before the typhoon.

The Party Secretary of the City Committee called on businesses and all citizens of the city to continue to uphold the tradition of solidarity, resilience, and the spirit of "mutual support and compassion," joining hands, sharing, supporting, and encouraging each other to overcome the damage caused by Typhoon No. 3 in order to quickly bring the city back to normal life...
