In building a model new rural area, Tan Phu district achieved impressive results because in the first quarter of 2025, the whole province had 4 communes meeting the model new rural area standards, including 3 communes in Tan Phu district. Up to now, the district has 6 communes meeting the model new rural area standards.
Poor rural areas are becoming more prosperous
The communes that have just completed the model new rural areas of Phu Loc, Tra Co and Phu Xuan all focus on developing production, increasing people's income and reducing poverty.
Tra Co is a purely agricultural commune, with a low starting point in building a new rural area. The commune is a pioneer in the district in building a model new rural area thanks to exploiting the strengths of the locality to develop cultivation, aquaculture and tourism. Currently, the value of agricultural production in the commune reaches 190 million VND/hectare/year, an increase of 10 million VND/hectare compared to 2022. Tra Co commune has 2 main agricultural products: giant freshwater prawn and durian. In durian production, farmers actively apply digital transformation to trace the origin, have a growing area code and are sold through e-commerce channels.
The green-legged shrimp raised in Tra Co is a specialty that sells for a high price on the market because it is raised from a source of pure natural spring water, giving good quality, and is favored by consumers. Since 2021, this item has been granted a certificate of registration of the trademark of Tra Co Green-legged Shrimp by the Department of Science and Technology. The area for raising this specialty shrimp has expanded by dozens of hectares, farmers are interested in applying science and technology, certifying VietGAP for Tra Co shrimp.
Mr. Pham Tri Tam, owner of a shrimp purchasing agency in Tra Co commune, said that the trademark granting of giant freshwater prawns has contributed to building a brand, thereby increasing product recognition among consumers. Thereby, increasingly improving the competitiveness of the product, while protecting the interests of shrimp farmers in the integration process.
This is not only the main economic model, bringing high economic efficiency to the commune, but also Tan Phu district has expanded to many other localities according to the value chain for sustainable development. Currently, the commune has no more poor households or multidimensional near-poor households according to central standards.
Phu Loc commune has developed strongly in agricultural production when the average product value per hectare of agricultural land of the commune reached 225 million VND, the rate of poor households accessing multidimensionally according to central standards no longer exists. Durian is the main product, the commune has a durian growing area for export to the Chinese market with an area of 14.9 hectares. Mr. Nguyen Thanh Tung's organic durian growing model in Hamlet 4 is recognized as a typical model. This remote commune also attracts enterprises to start up and invest in the agricultural sector, achieving impressive results.
VINAEGG Production and Trading Company Limited is invested by the young couple Ngo Minh Tuyen - Le Thi My Duyen. This is one of the few enterprises processing pasteurized and sterilized quail eggs on a large scale, with modern technology according to international standards. The factory's processing process follows the international standard FSSC 22000 with very strict regulations, controlling from the breeding process, investment in facilities to production, possible hazards and ways to control, prevent fraud, product security... The company's products have been exported to markets: Japan, the United States, Europe... In the domestic market, the company's products are recognized as meeting the 3-star OCOP (One Commune One Product) standard, with consumption channels spread across provinces and cities nationwide.
According to Mr. Ngo Minh Tuyen, the locality and neighboring areas have strongly developed the quail egg farming model. The company chose to invest in the raw material area with the goal of building a closed chain from farm to table. Currently, the company has linked and purchased products for 12 quail farms according to VietGAP process, aiming to upgrade to GlobalGAP standards.
In 2024, Tra Co commune will have an average income per capita of nearly 92.9 million VND, Phu Xuan commune will reach over 92.6 million VND, Phu Loc commune will reach over 92.5 million VND, all with high income levels compared to the general level of the province.
Comprehensive development
Not only focusing on production development, the model new rural communes of Tan Phu district are invested in synchronous development, becoming livable countryside.

Rural infrastructure in model new-style rural communes has been invested in to meet the prescribed standards. Typically, Phu Loc commune has 100% of commune roads, hamlet roads, and alleys concreted, asphalted, and ensured to be bright - green - clean - beautiful. Three out of three schools are recognized as meeting national standards for level 1 facilities and one school meets level 2 facilities. Phu Loc commune health station meets national standards. 100% of hazardous solid waste in the area is collected, transported and treated to meet environmental protection requirements. Nearly 65.2% of households use clean water from centralized water supply works.
The above model NTM communes all have model residential areas. The landscape and residential areas of the people in the model communes are built green - clean - beautiful. The social security and order situation in the model NTM communes is maintained; the Movement of All People Protecting National Security is well built and implemented.
