Positive results from digital transformation in Binh Phuoc

With the determination to build a professional, modern, friendly public administration system serving the people, in recent years, Binh Phuoc province has implemented many synchronous solutions and achieved positive results. The process of digital transformation and building e-government has been gradually forming a digital society and developing a digital economy.

At the Provincial Public Administration Service Center, it only took a few minutes for Ms. Le Thi Huyen Trang in Thanh Tam Ward, Chon Thanh Town to receive the results of her administrative procedures, after she had completed the previous procedures online. With a four-step on-site process, including "Receiving, appraising, approving and returning results right at the center", it has created great convenience for people and businesses when coming to transact. Ms. Trang said that she found the way the staff here handled their work very enthusiastic and professional, such as guiding the steps of making online documents and applying technology to the implementation process, so the documents were processed very quickly.

To achieve the goal of building a service-oriented administration, Binh Phuoc province has invested in many modern devices to serve the people, especially using digital signatures in handling administrative procedures, thereby shortening time and saving costs for the people. Some areas under the Department of Industry and Trade have even converted all administrative procedures to be performed entirely online, reducing processing time by 40-60%. Mr. Nguyen Duc Tam Cang, an expert of the Department of Industry and Trade of Binh Phuoc province, said that in the field of trade promotion, about 3,000 records are generated each month. If businesses send them by post , it will cost about 20,000 VND/record and take a long time. Since implementing digital processing, not only have costs been saved, but the records have been processed within the day. There are even procedures, the process of receiving and processing only takes 5-10 minutes.

At the same time, Binh Phuoc has reviewed, reduced, and simplified the components of the dossier, procedures and processing time compared to regulations; clearly defined responsibilities, people, tasks, processing time and updated and publicly posted. Up to now, the planning and investment sector has more than 98% of dossiers received online; all results of administrative procedure processing are digitized and publicly posted on the provincial Public Service Portal. Mr. Huynh Van Minh, Deputy Director of the Department of Planning and Investment of Binh Phuoc province, said that the department has 139 administrative procedures, of which 117 are provincial-level administrative procedures, the rest are district-level. Up to now, all administrative procedures of the department have implemented full-process public services, completely resolved online; all results of administrative procedure processing are digitized, cutting down to 1/3 of the time compared to regulations. The officials and civil servants assigned to the work all have a firm grasp of administrative procedures to guide people and businesses to resolve them as quickly as possible with a friendly spirit and attitude.

Binh Phuoc promotes digital transformation and digital economic development in the spirit of "3 enhancements" and "5 enhancements". In particular, it focuses on raising awareness of the role, position, and importance of digital transformation to each citizen, business, and especially leaders; strengthening the potential for digital transformation, considering this a key task that needs to prioritize resource allocation; strengthening public-private cooperation, taking public investment as the leader of private investment, activating and mobilizing all social resources. The province strives to perfect institutions, create a complete legal corridor to promote national digital transformation, develop the digital economy; promote the development of digital infrastructure and digital platforms to create an important premise for digital economic development; promote innovation and entrepreneurship in digital transformation; promote the development of digital human resources and digital skills to meet the requirements of socio-economic development...

Binh Phuoc has carried out a peak period of "90 days and nights" to deploy the "4-government" target so that all eligible people can be granted citizen identification cards, activate electronic identification accounts, upgrade 2G SIM cards to 4G with digital signatures; make efforts to support people in remote areas to access the digital transformation process and build e-government.

For residential areas with a large number of ethnic minorities, the Hamlet Executive Board and the community digital technology team have flexibly conducted propaganda in the evenings and on weekends. Meanwhile, the police force divided into small groups to guide and support each resident, especially the elderly and those with special jobs who cannot go to centralized installation support points. Along with that, specific targets were assigned to each community digital technology team, and officers and civil servants were assigned to support to speed up the completion of the "4-government" goal.

Vice Chairwoman of the People's Committee of Loc Ninh District, Le Thi Anh Tuyet, said that with a large area, 22% of the population is ethnic minorities, the entire political system of Loc Ninh District is highly determined to implement the goal of "4 governments". Good models and good practices are being replicated. District leaders mobilized the entire political system to participate in propaganda, mobilizing and guiding people to set up electronic identification accounts, at the same time inspecting and urging Party committees and authorities of communes and towns to promptly support and resolve arising difficulties.

Digital transformation and e-government construction are being widely deployed in Binh Phuoc, thereby positively impacting the socio-economic development of the province, contributing to improving the quality of service to the people.
