Regarding this issue, the reporter of Natural Resources and Environment Newspaper had an interview with Mr. Cam Van Dong - Vice Chairman of Phu Yen District People's Committee.

PV: Could you tell us how Phu Yen district has implemented leadership and direction in the past time in exploiting land funds to generate revenue?

Mr. Cam Van Dong:

Identifying land management and exploitation as one of the key tasks, every year, based on the results of reviewing land use indicators in the planning period and land use plan, Phu Yen district has assigned departments and offices to review, inventory land funds, and prepare records of clean land plots that meet the conditions for auction.

Focus on resolving existing problems and obstacles of the land, approving the detailed construction plan at a scale of 1/500, completing compensation and site clearance. On that basis, develop an auction plan, inspect and review the land fund, complete the dossier to issue the Decision on auctioning land use rights as a basis for implementing the auction procedures; select an auction organization, announce the auction and organize the auction according to regulations.

PV: Can you provide specific information about the results of land auctions to generate revenue that Phu Yen has achieved from 2022 to present, sir?

Mr. Cam Van Dong:

In 2022, Phu Yen district successfully organized 2 auctions, with 52 land plots, collecting more than 72.8 billion VND from land auctions, exceeding 45.7% of the provincial estimate (50 billion) and exceeding 32.5% of the district People's Council estimate (55 billion). In the first 6 months of 2023, 1 auction was successfully organized with 13 land plots, collecting more than 15.8 billion VND from the budget.

The auction process was carried out strictly, ensuring publicity and transparency, under the supervision of natural resources, justice, finance agencies and other relevant organizations and individuals. The District People's Committee has completed site clearance for all auctioned lands, synchronously invested in technical infrastructure items such as: Traffic roads, electricity systems, drainage systems, flower beds, trees, regulating lakes, etc.

In addition, the District People's Committee also assigned departments and offices to accelerate the implementation of urban development projects. Up to now, 7 residential areas have been planned; of which, 3 residential areas have completed infrastructure investment; 1 residential area has been approved for investment policy, which is Phu Hoa New Residential Area; and is reviewing and proposing investment policies for 3 commercial housing projects, including: Residential area to the west of Phu Yen town; New urban area to the east of Phu Yen town; New residential area of ​​Huy Ha commune, Phu Yen district.

The auction of land use rights in Phu Yen district has been closely directed and achieved some positive results.

PV: According to you, how has land auctions contributed to the socio-economic development of the locality?

Mr. Cam Van Dong:

In recent years, the auction of land use rights in the district has achieved many positive results, contributing to the effective exploitation of land resources, meeting the land use needs of people and businesses, increasing revenue for the district and provincial budgets, creating capital for infrastructure development and urban development.

Through the auction of land use rights, it also contributes to solving the demand for residential land, improving the quality of housing for the people; building technical infrastructure systems for auction areas to form new urban areas, concentrated residential areas in rural areas in a civilized and modern direction. Contributing to the implementation of the general planning for the construction of Phu Yen town and the planning for new rural construction in communes in the district.

PV: In 2023, how does Phu Yen aim to exploit land resources? What are the specific solutions to complete the set goals as well as to effectively manage land funds in the area, sir?

Mr. Cam Van Dong:

Based on the Plan for exploiting land fund to generate revenue in 2023 of the People's Committee of Son La province, this year, Phu Yen district will conduct auctions at 7 land plots, including 4 land plots transferred from 2022, 1 new auctioned land plot and 2 land plots auctioning land use rights and assets attached to land according to the provisions of law on public asset management.

Specifically, for residential land, Phu Yen will auction 13 plots of land in the 2/9 urban area, 58 plots of land in the Dong Da urban area, and 16 plots of land for the renovation of the Pho village residential area (Huy Bac commune). It is expected to collect 65 billion VND for the budget.

Residential land in rural areas will be auctioned at the land near the headquarters of Muong Coi commune with 3 plots of land; Land of the district laboreducation center (old) of Muong Thai commune with an area of ​​300m2. Expected to collect about 5 billion VND for the budget.

In order to effectively carry out the auction of land use rights in 2023, the District People's Committee has directed specialized departments to focus on site clearance to create clean land funds; speed up the progress of infrastructure construction in the areas expected to be auctioned, ensuring completion according to the auction schedule.

Assign the People's Committees of Huy Bac, Huy Ha, Muong Coi, Muong Thai communes and units assigned to manage land funds to ensure clarity about origin, boundaries, no disputes, or problems regarding land and assets on land.

Focus on directing the auction work in accordance with the prescribed process, order and procedures, especially implementing measures to ensure maximum limitation of collusion (land brokers), price suppression or other violations in the auction of land use rights, avoiding loss of revenue to the state budget, meeting the aspirations of people with real needs when participating in the auction of land use rights.

Assign relevant departments to closely monitor the auction organization of consulting units, ensuring publicity, transparency, honesty, objectivity, and compliance with processes, procedures, and procedures. Strengthen propaganda on mass media about information on land use rights auctions so that the majority of people and businesses know and participate in the auction.

Once one of the 62 poor districts in the country with 11 communes in extremely difficult circumstances, with the efforts and determination of the entire political system and people of all ethnic groups, Phu Yen has been recognized as a district escaping poverty in the period 2018 - 2020, according to Decision No. 275/QD-TTG dated March 7, 2018 of the Prime Minister, approving the list of poor districts and districts escaping poverty in the period 2018 - 2020.

By the end of 2022, the poverty rate in the district will be 17.63%, and near-poor households will be 9.53%. In the 2021-2025 period, Phu Yen aims to reduce the poverty rate in the district by an average of 3% per year; the poverty rate of ethnic minorities will decrease by over 3% per year.
