Only discuss, no retreat, must do no matter how difficult On July 19, Prime Minister Pham Minh, Chairman of the National Committee on Digital Transformation, chaired the Government Standing Committee meeting on digital transformation. In his concluding remarks, the Prime Minister assigned the Ministry of Public Security, the Ministry of Information and Communications, and the Government Office to receive opinions, complete and submit for promulgation the Government's Resolution on digital transformation for unified implementation in the coming period. In practice, this is an objective requirement, "only discuss, no retreat, must do no matter how difficult", the Prime Minister emphasized. In addition to the achieved results, the Prime Minister also pointed out that many leaders of departments, ministries, branches, and localities have not considered digital transformation as a key task, have not really paid attention, directed, and prioritized resources for digital transformation. The development of digital economy and digital infrastructure is not commensurate with the potential and growth rate; there are still many villages and hamlets without fiber optic cables; many areas have low signal and low power. The development of digital platforms and digital data has not yet overcome the situation of "fragmentation, information isolation, separation and clustering of data". Pointing out a number of key tasks and solutions, the Prime Minister requested implementation according to the principle of "leading and directing from the top down, but organizing and removing obstacles from the bottom up". The State Bank of Vietnam should soon complete and submit to the Government for promulgation the "Decree on Controlled Testing Mechanism in the Banking Sector". The Ministry of Industry and Trade urgently studies and proposes amendments to laws and guiding documents related to e-commerce, especially the Law on Consumer Protection, and researches and develops an e-commerce development strategy. This is to manage and develop domestic and cross-border e-commerce platforms, protect the legitimate rights and interests of consumers, ensure competitiveness and prevent the sale of counterfeit goods, goods of unknown origin, and poor quality goods. Regarding online public services, the Prime Minister requested ministries and branches to focus on implementing and striving to achieve 80% of full-process online public services by the end of 2024, 40% of the adult population using online public services, 90% of people and businesses satisfied with administrative procedure settlement; by 2025, 100% of administrative procedure settlement records will be attached with personal identification. Ministries, branches and localities will accelerate the digitization of records and results of administrative procedure settlement; build industry and local databases and connect with the national database. Bring essential utilities to the VNeID application. The Ministry of Planning and Investment, the Ministry of Finance, and the Ministry of Information and Communications will coordinate and study appropriate investment in the development of digital infrastructure, digital platforms, and digital data from the medium-term investment plan capital for the period 2026-2030. The Ministry of Finance synthesizes and allocates the regular budget for digital transformation and Project 06 stably in the period of 2026-2030. Regarding the implementation of Project 06, the Prime Minister requested the Ministry of Public Security to urgently complete the proposal to develop the Law on Personal Data Protection and the Data Law; advise on the development and submission to the Prime Minister for promulgation of a Directive on promoting the implementation of Resolution 175/NQ-CP to accelerate the progress of building the National Data Center. Coordinate with ministries, branches and localities to determine the roadmap to bring essential utilities to the VNeID application, especially completing judicial records, electronic health books, birth certificates, marriage certificates... so that people across the country can use and enjoy them, to be completed before December 31, 2024.
