Urgently repair traffic infrastructure after the storm

Due to the impact of storm No. 10, prolonged heavy rain combined with the discharge of floodwaters from the Bac Me Hydropower Plant led to serious landslides on National Highway 34, in Duong Hong commune, Tuyen Quang province; causing traffic congestion on the vital traffic route from the old Ha Giang province to Cao Bang.

Immediately after the landslide occurred, the functional departments of Tuyen Quang province organized a field inspection and proposed solutions to overcome it. The inspection showed that the section from Km63+700 to Km63+900, National Highway 34, which is currently under construction of the embankment to reinforce the roadbed (to repair damage caused by floods in 2024), was directly hit by the water flow from the Bac Me Hydropower Plant dam, damaging the entire concrete embankment under construction, causing the entire roadbed and road surface to be washed away.

Accordingly, the provincial authorities have requested the investor of Bac Me Hydropower Plant to implement a solution to temporarily open the road section that has been eroded; to implement a solution to widen the roadbed on the positive slope side, from Km63+700 to Km63+800 to make a temporary road with a roadbed width wide enough for at least one lane of traffic, ensuring stability and safety; to spread a thin layer of crushed stone or crushed stone aggregate to temporarily open the road. In the long term, to soon implement a solution to overcome the erosion on the negative slope side with reinforced concrete embankments; then restore the roadbed and surface to a standard scale equivalent to or better than the existing road.

However, after more than 20 days of the incident, the temporary repair work to reopen the road has not been completed. According to Mr. Cu Duy Man, Deputy Director of the Department of Construction of Tuyen Quang province, the investor of Bac Me Hydropower Plant has repaired the road but has not followed the technical solutions proposed by the relevant authorities, leading to the roadbed not being safe and potentially collapsing again.

Due to that fact, the functional sector of Tuyen Quang province has not yet allowed temporary traffic. "To temporarily open traffic, the investor of Bac Me Hydropower Plant must seriously implement the landslide remediation in accordance with the technical solutions proposed by the functional sectors," Mr. Cu Duy Man emphasized.

Currently, National Highway 34 continues to be interrupted, greatly affecting the travel and transportation of goods of people and businesses. The troubleshooting needs to be done urgently, in accordance with procedures, ensuring quality to meet the essential travel needs of people, contributing to stabilizing life, and developing the economy and society of the area.

The historic flood caused by storm No. 10 in Ha Giang 2 ward caused the Tung Tao suspension bridge to be swept away. The bridge is located on Pham Hong Cao street, connecting Nguyen Van Linh street and Ly Thuong Kiet street, was constructed, completed and put into use in 2015. Previously, on September 18, 2025, Ha Giang 2 ward submitted a document to the People's Committee of Tuyen Quang province on proposing the policy and arranging the investment capital plan for the Tung Tao bridge construction project; the type of bridge is a permanent reinforced concrete girder; the total investment capital is about 40 billion VND, implemented in the period of 2026-2030.

Faced with the above situation, the local government needs to soon implement the project to build the Tung Tao bridge, because this bridge plays an important role in connecting the two central areas of Ha Giang 2 ward, and at the same time creating traffic connections from the ward center to the highland communes of the province.

During this year's rainy and stormy season, Tuyen Quang province recorded 627 landslides and traffic jams with a landslide length of more than 56,273 m; landslide volume of 1,280 m3; many bridges, culverts, and spillways were broken, with total estimated damage of thousands of billions of VND.

Immediately after the landslides and damaged bridges occurred, local authorities and relevant agencies quickly mobilized forces to repair the damage and clear the roads as quickly as possible. However, due to the large volume of landslides on many roads and the broken and washed away bridges, Tuyen Quang province needs to quickly allocate resources for localities and road management units to overcome the consequences caused by storm No. 10.
