Urgently overcome difficulties and obstacles, speed up disbursement of public investment capital in 2024

According to the report of the Ministry of Planning and Investment at the conference, by July 10, 2024, ministries, central agencies and localities had assigned detailed tasks and projects of 639.4 trillion VND, reaching 95.5% of the plan assigned by the Prime Minister. The remaining capital that has not been allocated in detail is 29.9 trillion VND, including: central budget capital (NSTW) of 8.2 trillion VND of 20/44 ministries, central agencies and 21/63 localities; local budget capital (NSDP) of 21.7 trillion VND of 23/63 localities.

Estimated payment from the beginning of the year to June 30, 2024 is 196.7 trillion VND, reaching 29.39% of the plan assigned by the Prime Minister.

According to the report, 11/44 ministries, central agencies and 35/63 localities have disbursement rates above the national average. Of which, some ministries, central agencies and localities have high disbursement rates such as: Ministry of Transport; Ministry of Agriculture and Rural Development; Ministry of Construction; Nam Dinh, Thanh Hoa, Lao Cai provinces...

The disbursement rate of capital under the Socio-Economic Recovery and Development Program was extended and disbursed at 78.23% of the plan; the disbursement rate of public investment capital under the 3 National Target Programs reached 35.43%, higher than the national average (29.39%), significantly improved compared to the first 6 months of 2023 (28.23%).

Minister of Planning and Investment Nguyen Chi Dung said: Besides the improved disbursement rate of central budget capital (reaching 30.51%, up 28.34% over the same period), the disbursement rate of local budget capital only reached 28.77%, 32.76% lower than the same period.

In particular, the number of ministries, central agencies and localities disbursing below the national average is still high, with 33 ministries, central agencies and 28 localities. Among them, there are a number of ministries and localities with a large proportion of planned capital in 2024, but the disbursement rate is low, such as: Ministry of Public Security, Ministry of Finance, Ministry of Health, Ho Chi Minh City, Hung Yen, Bac Ninh, Hai Duong, Quang Ngai provinces. Many ministries, central agencies and localities cannot maintain good disbursement results as in the same period in 2023.

In addition, the disbursement rate of important national projects, key projects in the transport sector, and inter-regional transport projects remains low. As of June 13, 2024, the disbursement rate of important national projects and key projects in the transport sector only reached 27.4%; inter-regional transport projects managed by localities only reached 17.2%...

According to Minister of Planning and Investment Nguyen Chi Dung, the reason for slow disbursement is still due to many shortcomings in the implementation organization at ministries, branches and localities. With the same legal basis, some ministries, central agencies and localities have good disbursement, but there are still ministries, central agencies and localities with poor disbursement rates. At some times, in some projects, some ministries, branches and localities have not been really determined, the role and responsibility of the head have not been promoted and are not clear.

Based on the report content as well as from the practice of each unit and locality, the discussion at the conference, representatives of ministries, branches and localities analyzed and clarified the advantages, difficulties and obstacles in the process of disbursing public investment capital. At the same time, they shared experiences, proposed solutions and expressed their determination to promote the completion of the goals and plans for disbursing public investment capital in the last months of 2024.

Speaking at the conference, Chairman of the Provincial People's Committee Do Minh Tuan shared a number of causes and solutions that have been and are being implemented by Thanh Hoa province, contributing to improving the results of public investment disbursement in the province. Accordingly, the province will carry out the allocation and assignment of capital plans for 2024 early from the end of 2023, in order to create favorable conditions for investors and units to implement right from the first days and months of 2024.

Along with that, the province regularly reviews, directs, and organizes meetings to grasp and resolve difficulties, especially for large projects, with specific solutions for each project. The province not only organizes meetings once but many times to completely resolve difficulties. At the same time, it carries out capital transfers, reviews the responsibilities of investors and contractors; focuses on removing difficulties and obstacles regarding raw materials, material supply, site clearance, etc.

In particular, Thanh Hoa province has effectively implemented the decentralization and authorization of a number of contents on investment, construction, and land to create initiative for localities and units in implementing projects, such as: Authorizing the People's Committees at the district level to decide and approve the land use rights auction plan; determining specific land prices for site clearance; approving detailed construction planning... Thanh Hoa is also proactive and flexible in implementing well the stages of disbursement of public investment capital.

Chairman of the Provincial People's Committee Do Minh Tuan stated: The results achieved are very positive, but Thanh Hoa province is not subjective because there is still a lot of work to do. Thanh Hoa province is determined to continue to resolutely, synchronously and effectively implement the tasks and solutions set out in the Government's Resolutions and the Prime Minister's direction; identifying promoting the disbursement of public investment capital as one of the key tasks of the entire political system in the last 6 months of 2024. In which, leadership, direction, operation and implementation are decisive factors.

Thanh Hoa determined to continue maintaining and promoting the activities of provincial and district-level working groups, promptly urging and removing difficulties and obstacles, accelerating the disbursement of public investment capital in 2024; strengthening inspection, supervision, resolving difficulties and obstacles right at the scene; proactively and flexibly adjusting capital plans of projects.

At the same time, promote administrative procedure reform; control domestic capital expenditure and foreign capital withdrawal requests of donors using electronic documents and digital signatures, simplify the expenditure control process and capital withdrawal request documents; strengthen post-inspection work in disbursing public investment capital.

Concluding the conference, Prime Minister Pham Minh Chinh once again emphasized the role and importance of public investment tasks for the socio-economic development of each locality and the whole country. From that meaning and role, the Prime Minister requested ministries, branches and localities to continue to uphold their spirit and responsibility, focus on overcoming all difficulties and obstacles, and effectively carry out the task of disbursing public investment capital according to the requirements and directions of the Government and the Prime Minister.

The Prime Minister analyzed and clarified a number of issues related to difficulties and obstacles raised by localities at the conference; emphasized the causes of shortcomings and limitations, lessons learned and requested ministries, branches and localities to proactively and flexibly perform well their assigned tasks.

The Prime Minister commended ministries, branches, units and localities with good results in disbursing public investment capital; criticized and requested ministries, central agencies and localities with poor results in disbursing public investment capital to seriously review and learn from experience, analyze the causes, clarify the responsibilities of relevant collectives and individuals, and on that basis resolutely implement solutions to improve the disbursement situation of their units.

With the spirit of "5 determinations" and "5 guarantees", the Prime Minister assigned specific tasks to ministries, branches at the Central level and localities in promoting the disbursement of public investment capital. He requested ministries, central agencies and localities to strictly implement the direction of the Government and the Prime Minister. During the implementation process, it is necessary to closely follow the Party's resolutions, the leadership and direction of Party committees and authorities at all levels; at the same time, promote discipline, order, and the spirit of innovation; uphold the spirit of preventing and combating negativity, corruption, waste... in performing assigned tasks.
