Urgently develop a plan to implement the Logistics Development Strategy

To effectively implement the Vietnam Logistics Services Development Strategy for the 2025-2035 period, with a vision to 2050, the Ministry of Industry and Trade recommends that ministries, branches and localities promptly issue an Implementation Plan and send it to the Ministry before the 2026 Lunar New Year.

On the afternoon of November 21, the Ministry of Industry and Trade held a conference to deploy the Vietnam Logistics Services Development Strategy for the period 2025 - 2035, with a vision to 2050 (referred to as the Strategy).

The strategy was approved by the Prime Minister in Decision No. 2229/QD-TTg dated October 9, 2025. The strategy clearly defines the orientation for developing green - smart - efficient - sustainable logistics; considering logistics as an important economic sector with high added value; and as a driving force to promote trade, investment, production, import and export, thereby enhancing national competitiveness.

The strategy aims to develop sustainable, efficient, high-quality Vietnamese logistics services with high added value and good competitiveness, promoting Vietnam's advantages in the global supply chain and value chain.

The strategy sets out 9 groups of tasks and solutions, including: perfecting legal institutions, strengthening state management and improving the effectiveness and efficiency of law enforcement for logistics services; promoting investment in construction, formation and development of synchronous and modern logistics infrastructure; promoting regional linkages in logistics service development; building goods sources, developing logistics markets; developing high-quality logistics human resources, etc.

At the workshop, delegates agreed that the Strategy is a document of historical significance for the industry when for the first time our country has a comprehensive, long-term and synchronous strategy, aiming to make Vietnam a logistics center of the region and the world .

“This is also a grand blueprint for the business community, creating trust and long-term vision in investing in warehouse systems, logistics centers, connecting infrastructure, digital technology and high-quality human resources,” said Dao Trong Khoa, Chairman of the Vietnam Logistics Services Association (VLA).

To effectively implement the Strategy, Deputy Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade) Bui Nguyen Anh Tuan proposed that localities (Departments of Industry and Trade) and units under the Ministry of Industry and Trade should propose to study and integrate logistics center planning into provincial and regional planning; clearly identify a number of priority centers, avoiding dispersion. "Not every locality establishes a logistics center," he emphasized.

Along with that, localities need to arrange strategic land funds for logistics centers, ensuring multimodal connectivity - highways, railways, seaports, airports and inland waterway ports.

At the same time, it is necessary to innovate investment mechanisms and procedures in the spirit of Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW, aiming for simple and transparent procedures, encouraging public-private partnerships, and attracting strategic private investors to these centers.

In addition, localities need to link logistics center planning with wholesale markets and modern retail distribution centers to directly serve the domestic market.

For industry associations, logistics associations and retail associations, Mr. Bui Nguyen Anh Tuan suggested that it is necessary to participate from the beginning with localities in the planning process to ensure feasibility; coordinate with functional units of the Ministry of Industry and Trade to develop upgrading criteria, green and safety standards for logistics centers.

Emphasizing that the implementation of the Strategy cannot depend on one unit but requires the synchronous participation of ministries, branches and localities, Deputy Director of the Import-Export Department, Ministry of Industry and Trade Tran Thanh Hai requested the units to report to the leaders of the Ministry and the People's Committees of provinces and cities to develop plans to implement the strategy.

“The development of the Strategy Implementation Plan needs special attention in conjunction with the adjustment of the local socio-economic development plan after the merger; and integration with existing industry and sector development projects,” Mr. Tran Thanh Hai noted.

After developing the plan, ministries, branches and localities need to send it to the Ministry of Industry and Trade for synthesis and reporting to the Prime Minister before Lunar New Year 2026, which is about three months away, the Deputy Director of the Import-Export Department suggested.

The strategy sets a target for the period 2025 - 2035, the proportion of added value of logistics services in the gross domestic product reaches 5% - 7%; the average annual growth rate of the logistics service industry reaches 12% - 15%; the rate of enterprises outsourcing logistics services reaches 70% - 80%; logistics costs compared to the gross domestic product decrease to equivalent to 12% - 15%...

Strive for the proportion of added value of logistics services in GDP to reach 7% - 9% by 2050; the average annual growth rate of the logistics service industry to reach 10% - 12%; logistics costs compared to GDP
water reduced by 10% - 12%...
