Survey of educational management work when implementing organizational and apparatus arrangement

Comrade Nguyen Kim Son, member of the Party Central Committee, Minister of Education and Training , spoke at the conference.

Currently, the province has 638educational institutions from kindergarten to university, with a total of 394,571 children, pupils, students, and university students; 24,780 people are teachers, educational institution managers, and school staff, including 20,230 teachers and lecturers. Facilities and teaching and learning equipment in educational institutions are invested synchronously and modernly, of which 95.8% of classrooms are solidified. Education and training policies are effectively implemented by the province, ensuring full benefits for beneficiaries.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, spoke at the conference.

Regarding the implementation of the organization and apparatus arrangement according to the Central's policy on implementing the 2-level local government model, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation highly agreed with the proposals and recommendations reported by the Provincial People's Committee. In particular, he requested the Ministry of Education and Training to soon guide the arrangement of district-level vocational education and continuing education centers after transferring them to the Department of Education and Training for management; soon guide the model of organizing schools when organizing 2-level local governments; study the transfer of current district-level ethnic boarding schools under the Department of Education and Training to perform tasks in ethnic minority and mountainous inter-commune areas; provide specific guidance on the development of economic and technical norms and pricing methods for education and training services prescribed in Circular No. 14/2024/TT-BGDDT as a basis for ordering, assigning tasks, and implementing autonomy for educational institutions; Advise the Government on mechanisms and policies to support improving teachers' lives, especially in mountainous and border areas...

Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, spoke at the conference.

Based on the discussion between the Working Group and the departments, branches and localities of the province on related contents, Comrade Nguyen Kim Son, Member of the Party Central Committee, Minister of Education and Training, affirmed: The upcoming arrangement of the organization and apparatus of the 2-level government will be a new model, accordingly the education system will also be changed accordingly. He shared the concerns of the management level and emphasized that during the process of arranging administrative units, the core points and unique principles of the education and training sector will be determined to ensure their maintenance. In particular, efforts must be made to maintain the status quo of existing schools and will be adjusted and handled step by step to suit the new government model in the spirit of "running and lining up at the same time"; the division of management between the department level and the commune level after formation must not be rigid, affecting the teaching and learning process.

The Minister of Education and Training also discussed and clarified the proposed contents of Quang Ninh province at the conference.
