In 2025, Ha Tinh will continue to implement the Department, Branch and Sector Competitiveness Index (DDCI) to listen to opinions from the business community, cooperatives and business households on the quality of management of State administrative agencies. This is the fourth year the DDCI survey has been implemented in the province.

This year, the DDCI survey assessed 22 provincial departments, branches, and central agencies located in the area with a survey scale of 1,800 enterprises, cooperatives, business households, and investors. The survey was conducted online on the system at ddcihatinh.vn and directly surveyed enterprises.
According to the Provincial Center for Financial Services and Enterprise Support (under the Department of Finance), this year's index set includes 8 component indexes used for survey and evaluation, including: Transparency and access to information; dynamism and pioneering of the government; time costs; informal costs; fair competition; business support policies; legal institutions and security and order; role of the leader.
The survey questionnaire is scientifically constructed, suitable for reality, convenient for businesses in the process of assessment. All are reviewed, supplemented and standardized to closely reflect the actual operations of businesses, associated with the actual requirements to improve service quality, transparency, support ability and attitude of staff, civil servants and public employees in performing public duties. The questionnaire also closely follows the component indicators of the Provincial Competitiveness Index (PCI) conducted by VCCI.


Under the supervision of the Provincial Center for Financial Services and Enterprise Support, the DDCI 2025 survey was conducted independently by Hai Nam Tech Joint Stock Company.
Mr. Nguyen Anh Tu - representative of Hai Nam Tech Joint Stock Company said: "We connect directly with businesses to guide the steps to carry out the survey and ensure information confidentiality so that businesses can conduct impartial assessments, thereby having a basis to evaluate and rank the competitiveness of units accurately, transparently and objectively. The survey is conducted mainly online, creating favorable conditions for businesses to save time, facilitate the assessment process, and ensure accuracy.

After 20 days of launching the system, more than 500 enterprises have completed the assessment form. According to enterprises, the implementation of the DDCI index is an important feedback channel on the economic management capacity and administrative reform efficiency related to the investment capacity and production and business activities of State management agencies. This is also an objective and practical approach to record the service quality, transparency level as well as the spirit of supporting enterprises of departments, branches and sectors.
Mr. Nguyen Tien Trinh - Director of Thanh Sen Investment, Trading, Service and Tourism Joint Stock Company said: "Through the assessment process, businesses have the opportunity to point out the remaining problems and obstacles in the process of working with management agencies, thereby contributing to helping State agencies have a basis to adjust, complete the process, and improve the investment and business environment. We believe that promptly accepting and overcoming limitations will create a more favorable environment for production and business activities, reduce time and costs for businesses, and enhance investor confidence."

The DDCI survey is identified as a key solution to assess the management capacity, sense of responsibility and service quality of provincial departments, branches and sectors, contributing to building a professional, honest, active and effective Ha Tinh government; thereby contributing to improving the business and investment environment, and improving the PCI index of the province in the coming time. The DDCI 2025 results will be an important basis for the Provincial People's Committee to assess the performance of each unit. It is expected that the collection of opinions from enterprises, cooperatives and business households will be completed by early December 2025, after which data will be cleaned, encrypted, analyzed... to announce the survey results.
To participate in the DDCI Ha Tinh online survey in 2025, businesses follow these steps:
Step 1: Access the Online Survey Portal at: ddcihatinh.vn. Units can access using any browser on a computer or mobile device.
Step 2: Click on the “Survey” button and enter your unit's survey code.
The system will automatically check the survey code. Each enterprise, cooperative, and business household is given a unique survey code.
The survey code is sent to the unit in two forms: Via SMS with the brandname DDCI_HATINH - sent to the registered phone number or via a call from a phone operator with the brandname DDCI_HATINH, providing direct instructions on how to conduct the survey.
Step 3: Select the subject to be evaluated as “department, agency, branch”. This item is used to evaluate provincial-level agencies within the scope of the 2025 survey.
Step 4: The unit selects the agency to be evaluated, answers the survey questions, then submits the completed form.
Step 5: Continue to assess other agencies that have not been surveyed, or end the survey when all are completed.
