Traffic participants must carry 4 types of documents.
The draft Law on Road Traffic Safety and Order, drafted by the Ministry of Public Security , will be submitted to the National Assembly for comments at the 6th Session, and is expected to be considered and approved at the 7th Session of the 15th National Assembly.
According to the draft Law on Road Traffic Safety Order, when participating in traffic, drivers must carry four types of documents: Vehicle registration, driver's license, certificate of technical safety and environmental protection inspection, and certificate of compulsory civil liability insurance.
In the above documents, if the information of any document has been integrated into the electronic identification account or identity card according to regulations, the driver does not have to carry it.
For the Traffic Police, the draft stipulates that in case any documents have been integrated, the inspection and control must be carried out through authenticating the information and documents on the electronic identification account.
Also related to vehicle document data integration, Circular 32/2023/TT-BCA of the Ministry of Public Security (effective from September 15) stipulates that when drivers provide information of documents in the electronic identification account, the Traffic Police force will check and compare the information of those documents in the electronic identification account.
During the inspection process, if it is discovered that the electronic identification account has signs of forgery or that an individual or organization has committed a violation that requires temporary detention, revocation of the right to use, revocation, confiscation of documents, or violations that require verification of documents, the Traffic Police will request the presentation of those documents for handling in accordance with the provisions of law.
Millions of driving licenses have been integrated on VNeID
After many efforts of the police and people, millions of driving licenses have been integrated into the VNeID electronic identification application.
However, at present, the Traffic Police force has not yet applied information verification on the application instead of directly checking vehicle documents.
Responding to this issue, Major General Pham Cong Nguyen, Director of the Department of Legislation and Administrative and Judicial Reform, Ministry of Public Security, said that any transformation requires preparation time such as infrastructure, database, equipping knowledge for management agencies, changing people's habits, etc.
Only when people have fully integrated documents, state management agencies are fully equipped with infrastructure and are fully trained, then the VNeID electronic identification application can replace traditional documents.
