
On the Ninh Binh - Hai Phong expressway (CT.08), the section passing through the two provinces of Hung Yen and Ninh Binh, the construction atmosphere is bustling day and night. The construction teams are concentrated on the large bridges crossing the Red River, Ninh Co River and Tra Ly River. Along the route, contractors simultaneously carried out clearing, organic stripping, spreading geotextiles, and filling sand to load the roadbed, creating the premise for completing the first sections. The bridge over the Red River is 1,115m long and 24.75m wide, connecting the two banks of Hong Vu commune (Hung Yen province) and Xuan Hong commune (Ninh Binh province). The construction unit has completed the camp, installed the concrete mixing station and beam casting complex right at the construction site. Mr. Ho Minh Hanh, project commander, said: “We mobilized nearly 100 engineers, workers and more than 50 pieces of equipment, organizing continuous construction in three shifts and four teams. As soon as the site was cleared, the unit immediately deployed the bridge and roadbed items, determined to shorten the time as much as possible, striving to complete the entire route by 2026.” Up to now, the entire route has completed mine clearance, geological survey, and construction of public roads; and simultaneously deployed construction in all bid packages. The project site clearance work has reached about 93% in Hung Yen and 88% in Ninh Binh, in which most of the agricultural land has been handed over to the contractor.

Along with the CT.08 expressway, the Thai Binh General Hospital project in Tran Lam ward is being implemented on schedule, affirming the determination to modernize the province's health system. The project has a scale of 1,200 beds, oriented to expand to 1,500 beds, with a total construction investment of more than VND 2,730 billion, excluding medical equipment; when completed synchronously, the total investment capital can reach nearly VND 4,700 billion. Mr. Nguyen Truong Thinh, Head of Project Management Department (Construction Investment Project Management Board No. 2) said: "Construction units are rushing to complete the foundation and technical infrastructure of phase 1. It is expected that in the first quarter of 2026, the project will simultaneously deploy construction of all blocks, ensuring progress according to plan". Along with that, the project to build a road connecting cultural heritage, tourism and economic development along the Red River is being vigorously implemented by construction units and local authorities. Up to now, localities have basically completed the marking, counting, making plans for compensation, support and resettlement, with 107.3/274.8 hectares of land recovered, reaching 39%; more than 600/1,013 graves have been moved, reaching 60% of the plan. On the construction site, 8 main construction teams are being deployed with more than 90 pieces of equipment to carry out the items of digging and filling the roadbed, driving cement-soil piles, installing wicks and loading the foundation at locations with cleared ground. Up to now, the disbursement progress has reached 1,110 billion VND/5,000 billion VND of the 2025 plan, equivalent to 22.2%. Mr. Tran Minh Hai, Director of Construction Investment Project Management Board No. 1, said: “The biggest difficulty now is the scarcity of sand materials for embankment because the province only has three river sand mines (Tan Hung, Hoang Hanh, Quang Chau) with a total reserve of about 650,000 m3 , while the project's demand is up to 1.8 million m3. Some sections of the route have not been handed over, especially the locations that need to treat weak soil with wicks, and the loading will last for 350 - 400 days”. To ensure progress, the Project Management Board recommends that localities speed up the site clearance progress, complete all public land and agricultural land in October 2025, strive to complete 100% of the site clearance work in 2025, creating conditions for contractors to continuously construct along the entire route.
With the strong leadership and direction of all levels and sectors from the province to the grassroots; the urgent and serious participation of investors and contractors, and the high sense of responsibility of the staff, engineers and workers at the construction sites; especially the consensus and support of the people in the project areas, the key projects of the province will ensure progress and quality, soon put into operation and use, contributing to promoting the socio-economic development of the province in the coming time.
