The State Treasury has just announced the extension of the time for payment and coordination of state budget collection for 2 days, December 30 and 31, 2023.
According to the State Treasury, in order to facilitate units, organizations and individuals to perform the task of collecting and spending the State budget and localities to complete the State budget estimate for 2023 and based on the proposal of the Ministry of Finance , the State Bank has agreed to extend the operating time of payment systems on December 30 and 31, 2023.
On that basis, the State Treasury announces the payment and collection coordination time as follows:
For December 30, 2023: Interbank Electronic Payment Time for low-value transactions will be extended to 19:30; and for high-value transactions and foreign currencies, it will be extended to 20:30.
The time for electronic bilateral payment and coordination of state budget collection is as follows: Cut off time will be 19:30; The proposed power outage time for settlement is 20:10.
For December 31, 2023: Because the State Bank's interbank payment system is not operating, the State Treasury and commercial banks do not set up the working day of December 31, 2023 on the electronic bilateral payment system and coordination of State budget collection (TCS).
However, commercial banks are still operating to serve the collection and payment of the State budget. Accordingly, the collection documents from after the Cut off time (COT) on December 30, 2023 to December 31, 2023 will still be accounted for by commercial banks and transmitted to the State Treasury units at the time of occurrence. Therefore, the State Treasury units organize the timely receipt, completion and accounting of State budget revenues in the 2023 State budget year.

The State Treasury requests the Director of the State Treasury Transaction Office, the Directors of the State Treasury of provinces and centrally-run cities to urgently notify the extension of transaction hours of payment systems on December 30 and 31, 2023 to the revenue agencies, agencies, organizations and budget spending units in the area.
At the same time, direct affiliated units to arrange civil servants to work on December 30 and 31, 2023 to serve state budget revenue and expenditure transactions.
At the same time, the State Treasury also issued an official dispatch requesting commercial banks to coordinate with the State Treasury to implement electronic bilateral payments and coordinate state budget collection on December 30 and 31, 2023 as follows:
For December 30, 2023, the Cut off time will be 19:30; The proposed settlement time for stopping electricity is 20:10.
For December 31, 2023, the State Treasury requests that commercial banks arrange staff to immediately receive and account for revenues arising from the Cut off time of December 30, 2023 to December 31, 2023 into the accounts of the State Treasury units opened at commercial banks and fully transmit documents to the State Treasury at the time of occurrence. In case of any problems, commercial banks shall proactively coordinate with the State Treasury for timely handling.
Earlier, this afternoon, the Ho Chi Minh City Real Estate Association (HoREA) sent a dispatch to the Prime Minister and the Governor of the State Bank, requesting consideration and direction for commercial banks and the State Treasury to continue working on the last two days of the year to help businesses with transaction needs have the last two days of the year.
According to HoREA, December 31, 2023 is the last day of the accounting year, the planning year, so many businesses need to conduct credit transactions to strive to complete their revenue plans and signed economic contracts. In addition, localities also need to disburse public investment capital for 2023.
Because this year, December 30 and 31, 2023 fall on Saturday and Sunday, HoREA proposed that the Prime Minister consider directing the State Bank and the State Treasury to request commercial banks and the State Treasury to still work on Saturday and Sunday (December 30 and 31, 2023) to help businesses with transaction needs have 2 more transaction days and provinces and centrally run cities have 2 more days to disburse public investment capital.
After that, cadres, civil servants, public employees and workers who have to work overtime will be arranged to take compensatory days off on suitable days.
