Science, technology, innovation and digital transformation: Opportunities for breakthrough economic development and improving people's quality of life

According to the Minister, Vietnam's goal is not only to develop technology but also to master and apply the world's advanced technologies in strategic fields. This will help create a solid foundation for sustainable development and competitiveness in the future.

Development motivation in the 4.0 era

At the Conference, Minister Nguyen Manh Hung shared the highlights of Resolution No. 57-NQ/TW of the Politburo, related to breakthroughs in science, technology, innovation and national digital transformation, and made recommendations to the National Assembly in building and developing a digital National Assembly.

The Minister said that science, technology, innovation and digital transformation are the important driving forces helping Vietnam develop remarkably in the 4.0 era. In the context of the world economy changing rapidly with the strong development of technology, Vietnam cannot stand aside. Promoting the development of science, technology , innovation and digital transformation is an urgent requirement for Vietnam to improve its competitiveness, not only in the region but also globally.

Science and technology is the foundation, creating knowledge and tools, while innovation plays a bridging role, transforming that knowledge and tools into valuable practical products and solutions. Digital transformation, with the mission of creating an environment and tools to quickly realize ideas, will promote the development of the socio-economy. The Minister especially emphasized that these three factors must be closely linked and create a synchronous development ecosystem, helping Vietnam not only meet domestic needs but also gradually affirm its position in the international arena through the export of technology, innovation and scientific products.

According to Minister Nguyen Manh Hung, the development of strategic technology industries such as artificial intelligence (AI), biotechnology and renewable energy is not only important for Vietnam's sustainable development but also an opportunity for Vietnam to affirm its position on the global science and technology map. This not only creates added value for the economy but also helps Vietnam overcome the middle-income trap and aim to become a high-income country.

The Minister gave the example of "Digital Parliament" , a modern governance model based on digital technology applications, AI and big data, helping the National Assembly operate more transparently, effectively and more easily accessible. Digital Parliament will not only help improve the work efficiency of deputies but also enhance citizen participation in political decisions, creating a more transparent, effective and people-friendly national governance platform.

The Minister emphasized that this is an inevitable step in the process of national digital transformation, helping Vietnam catch up with the digital era and build a flexible and intelligent governance system. To successfully build a digital parliament, a long-term strategy, strict management rules, information security regulations and ensuring access for all citizens are needed.

Turning legal institutions into development advantages

Resolution No. 57-NQ/TW sets the goal that by 2030, science, technology, innovation and digital transformation will help Vietnam become one of the leading countries among countries with High average income. Technology and innovation level of enterprises reach world average. Some fields of science and technology reach world level.

Specifically, with digital transformation, we aim to be in the top 3 of Southeast Asia, top 50 in the world, AI technology and some digital technology industry fields are in the top 3 of Southeast Asia, 5 digital technology enterprises are on par with advanced countries. Complete the construction of smart cities in centrally-run cities. Attract 3 more Big Techs to set up headquarters, invest, research and develop in our country. Vietnam becomes a bright spot in science , technology, innovation, and digital transformation.

Overview of the Digital National Assembly Conference and application of AI technology in digital transformation of the National Assembly.

The Minister said that it is necessary to carry out state management from the central to local levels in the digital environment, build, connect and synchronously share national, sectoral, regional and local databases, data exchanges, digital government, digital economy, digital society, digital citizens and digital cultural industry that meet international standards. The goal is to become one of the world's leading groups in cyber security and safety as well as data.

To implement Resolution No. 57-NQ/TW, the Minister pointed out specific tasks and solutions, including raising awareness, making breakthroughs in innovative thinking, and strong political determination. The Minister said that leaders directly in charge of science, technology, innovation, and digital transformation should consider this a regular task of organizations. Development results in these areas will be the criteria for evaluating cadres, and at the same time, it is necessary to arrange an appropriate number of specialized cadres in science, technology, and digital transformation in the Party Committee.

Regarding propaganda and education work, the Minister said that it is necessary to carry out digital learning movements, popularize digital education, and creative startup movements; promote the spirit of autonomy, self-confidence, self-reliance, self-strengthening, and national pride...

In his speech, the Minister not only analyzed the role of science and technology, but also pointed out that institutions are the decisive factor for the success of this development process. Although science and technology have great potential, without a favorable institution, research and initiatives cannot be effectively implemented. The Minister said that currently, institutions are still "the bottleneck of bottlenecks" , but with strong reforms, institutions can become an important competitive advantage. The Minister proposed that institutional reform is an urgent requirement, from simplifying administrative procedures to creating flexible financial mechanisms to encourage research and technological initiatives.

In particular, it is necessary to pilot new things for replication; at the same time, accepting risks, venture capital, delays in scientific research, technology development, innovation, sandbox; venture capital funds for creative startups, technology incubation and digital transformation, the mechanism is to accept "some gains, some losses". Along with that, it is necessary to continue to effectively attract all investment resources for science, technology, innovation and digital transformation. The spirit of Resolution No. 57-NQ/TW is "management by objectives, not management by methods, is to give autonomy and responsibility to workers, accept risks and evaluate based on overall efficiency, and workers benefit from the fruits of labor and creativity", the Minister emphasized.

To achieve these goals, it is necessary to focus on 5 main principles: Quantify tasks into specific goals and targets; Assign tasks to direct leaders; Allocate resources appropriately to implement tasks; Develop tools to measure online performance results quarterly/yearly and periodically evaluate and publicize results; and Performance results will be the basis for evaluating the level of task completion, especially for leaders.

The Minister affirmed that with strong political determination and close coordination between state agencies, research institutes, businesses and people, Vietnam can completely become a leading country in science, technology and digital transformation in the future./.
