The North-South Expressway expansion project in the East, La Son - Hoa Lien section, has a total length of about 65 km, passing through Phu Loc district, Hue city and Hoa Vang district, Da Nang city.
The project has a scale of expanding the road surface from 2 lanes to 4 complete lanes with a road surface width of 22 m. The project has a total investment of about 3,010 billion VND, using state budget capital. The project is built according to the standards of grade 60 and grade 80 highways, with a design speed of Vtk = 60-80 km/h. The project implementation progress is basically completed in 2025.

Speaking at the ceremony, Minister of Construction Tran Hong Minh said that our country has put into operation 2,268 km, and by the end of 2025, about 3,000 km will be put into operation; by the end of 2050, it is expected to put into operation about 5,000 km. The La Son - Hoa Lien expressway section that has been invested in and expanded will gradually complete the traffic infrastructure according to the plan, ensuring synchronization and modernity; improving the exploitation capacity, minimizing traffic accidents to promote the role of the North - South expressway in the East in connecting localities, ensuring security and defense in the region and the whole country.
Minister of Construction Tran Hong Minh requested the People's Committees of Hue City and Da Nang City to continue to focus and resolutely organize the implementation of site clearance work. Pay attention to and concentrate on implementing resettlement work for people as soon as possible; support the quick settlement of licensing procedures for mining construction material mines, arrange dumping sites for the Project; ensure security, order, and organize convenient and safe traffic for people during the implementation process.

Minister Tran Hong Minh also requested investors, supervision consultants, design consultants and construction contractors to promote the highest sense of responsibility, develop scientific construction plans and methods, suitable to actual conditions, and ensure construction progress, quality, safety and environmental sanitation.
Speaking at the ceremony, Chairman of Hue City People's Committee Nguyen Van Phuong emphasized that this is a special project, connecting two centrally-run cities; passing through Bach Ma National Park, a strictly protected area. Therefore, Hue City requests that relevant agencies, contractors, and units have solutions for strict management and supervision to minimize environmental impacts, comply with regulations on nature protection and ecosystems for this area.
Chairman of Hue City People's Committee Nguyen Van Phuong added that, on Hue City's side, the locality pledged to accompany the Ministry of Construction, the Ho Chi Minh Road Project Management Board, and relevant units in the process of project implementation; promptly and effectively resolve any arising cases regarding compensation, site clearance, land conversion, forest conversion, materials, etc., ensuring progress, quality, and safety in accordance with the policies and directions of the Government and the Ministry of Construction.
Mr. Nguyen Vu Quy, Director of the Ho Chi Minh Road Project Management Board, Ministry of Construction, recently signed a decision approving the results of online contractor selection for Package XL1: Construction of the La Son - Hoa Lien section of the North - South Expressway East Expansion Project, La Son - Hoa Lien section, scheduled to start construction on May 29.
Accordingly, the bid package is worth more than VND2,710 billion, including survey items, construction drawing design, equipment installation and construction. According to the approval decision, the XL1 construction package has a winning bid value of more than VND2,705 billion, undertaken by the XL1 consortium.
XL1 Joint Venture has 7 units: Vietnam Construction and Import-Export Corporation, Bridge Construction Corporation 75, Construction Construction Corporation 525, Bien Dong Consulting and Construction Corporation, Thanh An Corporation, Part 484 Corporation, Construction Traffic Corporation No. 1.
