Groundbreaking ceremony of the first inter-regional raw water plant project in the country

On October 24, 2025, in Kim Son commune, Dong Thap province, DNP - Song Tien Raw Water Company Limited (a member of DNP Water) held the groundbreaking ceremony for the Dong Tam Water Plant Raw Water Pumping Station Project and the transmission pipeline system.

The project is considered the "first milestone" in Vietnam's inter-regional water supply model, opening up a fundamental direction to solve the freshwater scarcity in the Mekong Delta.

Representatives of the Ministry of Construction , local leaders and DNP Water performed the groundbreaking ceremony.

A pioneering milestone in inter-regional water infrastructure development

The project has a total investment of more than VND 1,820 billion in phase 1, with a design capacity of 300,000 m3/day and night, expected to be completed and put into operation in the fourth quarter of 2026. The system includes main pumping stations and a pipeline of about 115 km, ensuring the transmission of non-saline raw water from Tien River and Nguyen Tan Thanh Canal to existing clean water plants in Dong Thap , Tay Ninh and Vinh Long.

Upon completion, the plant will ensure the capacity to transmit non-saline raw water from the Tien River and Nguyen Tan Thanh Canal to existing clean water plants in Dong Thap, Tay Ninh and Vinh Long, with a capacity to meet the needs of more than 2 million people, serving daily life, production and key industrial parks and industrial clusters in the region. In phase 2, the project is expected to expand the pipeline and pumping station from Cai Be - My Thuan Bridge area, increasing the capacity to 600,000 m3/day and night, forming a continuous fresh water transmission circuit between the provinces in the Tien River region.

Speaking at the ceremony, Mr. Nguyen Tuong Van - Deputy Minister of Construction assessed: "The investment in the construction of the first large-scale inter-regional water supply infrastructure project in the Mekong Delta such as the inter-regional raw water supply project of Dong Thap, Tay Ninh and Vinh Long provinces has strategic significance, contributing to ensuring water security, social security and sustainable development of the whole region in the context of increasingly severe climate change today".

Mr. Nguyen Thanh Dieu - Vice Chairman of Dong Thap Provincial People's Committee expressed his belief that the project will help the locality proactively respond to saltwater intrusion, ensure water safety and promote the local economy: "We are looking forward to and need this factory to be put into operation and exploitation soon. We believe that this project is one of the major projects in the Mekong Delta region but also a project that will be successful and more successful than the expectations of investors, partners as well as the provinces".

Representing the investor, Mr. Hoang Minh Hung - Chairman of the Board of Directors of DNP Water committed to implementing the project on schedule, ensuring the highest quality, safety and efficiency: "We believe that when the project completes phase 1, expected in the fourth quarter of 2026, it will become a symbol of the connection and cooperation between businesses and the government, a project bearing the mark of social responsibility and long-term, sustainable vision".

Key civil works, ensuring fresh water source for the future of the West

The Mekong Delta has been severely affected by climate change: deep saltwater intrusion, prolonged drought, and serious groundwater depletion. For many years, millions of people have faced a shortage of domestic water, and industrial zones and agricultural production areas have been forced to cut back operations during the dry season.

In that context, the Dong Tam Water Plant Raw Water Pumping Station Project and the transmission pipeline system are a fundamental solution to the freshwater problem: creating a stable, safe and sustainable supply to serve the clean water treatment process, ensuring daily life, production and economic and social development of Dong Thap, Tay Ninh and Vinh Long provinces - the localities that are suffering the most obvious consequences of climate change and saltwater intrusion.

The project helps to form a sustainable, continuous and cost-effective water supply system to cope with drought and salinity, contributing to ensuring a stable life for the people, improving health and enhancing the quality of life for the people. With the scale of inter-regional water supply, the project not only has technical significance but also is a step forward in infrastructure thinking, when water is not only a resource, but also a fundamental factor of human development.

Along with the first concrete results from the Tien River Raw Water Plant, DNP Water continues to study and propose the Southwest Hau River Raw Water Plant, aiming to supply fresh water from the upstream of the Hau River to Ca Mau, Bac Lieu, Soc Trang and Can Tho. This is the area most seriously affected in the country by land subsidence, rising sea levels and salinity. DNP Water commits with all its technological capacity and development experience to participate in solving the water resource challenge in the Ca Mau peninsula and Hau River basin with practical projects.

With more than 23 member and affiliated companies, a total water supply capacity of more than 1 million m3/day and night, DNP Water continues to affirm its pioneering role in the field of water infrastructure and environment. The Dong Thap - Tay Ninh - Vinh Long inter-regional raw water plant project is not only an infrastructure project, but also a determination for sustainable development, pioneering in solving challenges of clean water security and safety, especially in areas with difficult water resources.
