
The province currently has 16,123 poor households, including 15,544 ethnic minority poor households. Striving to reduce the average annual poverty rate by 2-2.5%; the ethnic minority poverty rate by over 3%. In recent years, Bac Kan province has focused on synchronously implementing programs, projects and solutions to eliminate hunger and reduce poverty, stabilizing people's lives.
With the characteristics of an agricultural province, the shift towards innovation in the structure of crops, livestock, crop seasons and commodity production has become the first choice of the people. Credit policies, policies to support production and livestock development... have created direct conditions for ethnic minorities to gradually escape poverty.
Through the implementation of component projects, many poor households have more jobs, stable income, and progress in economic development. Infrastructure has been invested synchronously, creating favorable conditions for people to trade goods. This is an important lever to arouse the will of self-reliance and self-reliance of ethnic minorities in remote areas.

Thanks to the timely and appropriate policies of the authorities at all levels of Bac Kan province, the quality of life of local people, especially ethnic minorities, has been gradually improved. In order to support people in developing production and creating sustainable livelihoods, recently, Nhan Mon commune (Pac Nam) distributed more than 78,000 purple cardamom seedlings to 77 poor and near-poor households in the commune, to plant on 35.5 hectares of land. This is a project under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas in 2024. After distributing the seedlings, specialized staff in the commune will disseminate and guide people on the process and techniques of planting and caring for the plants so that they grow well, ensuring yield and quality, contributing to increasing income for local people.
Na Ri district has a 93% ethnic minority population, living mainly on agriculture. From 2022 to 2025, from the capital of the National Target Program for Sustainable Poverty Reduction, the district has implemented 55 projects to support the development of production, livestock and crop cultivation, with a total of 1,715 households benefiting. Through these projects, the poor are supported with crops, livestock, agricultural materials and trained in production, livestock and crop cultivation techniques. Evidence by numbers shows that the poverty rate of the whole district has decreased by an average of 2.54% per year, from 39.04% (in 2021) to 28.88% (in 2024).
According to Mr. Luong Thanh Loc, Vice Chairman of Na Ri District People's Committee: "In the coming time, the district will continue to invest in building and upgrading essential infrastructure, supporting housing, land, and domestic water for poor households, especially ethnic minority households; transferring science and technology; encouraging the development of collective economic models, linking production according to value chains; supporting vocational training, on-site employment, and labor export"...

Regarding social policy credit programs, in the period of 2021 - 2025, the Provincial Branch of the Vietnam Bank for Social Policies has deployed loans to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas, reaching nearly 71 billion VND, lending to 1,536 households. Social policy credit capital has contributed to helping many poor ethnic minority households produce and do business effectively, increase income, improve their lives, and escape poverty.

With funding from the National Target Program for Sustainable Poverty Reduction, in the past 2 years, Mr. Nguyen Duy Tu's group, Group 18, Song Cau Ward (Bac Kan City) has coordinated to produce a commercial fish farming model. This model is supported with nearly 300 million VND each year. With about 3 hectares of fish ponds, the group harvests an average of 4-6 tons of fish each year, bringing income to households to escape poverty.
Mr. Hoang Thanh Oai, Director of the Department of Ethnic Minorities and Religions, said: “The National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas aims to exploit the potential and advantages of ethnic minority areas and the people are the ones who propose the needs, participate in the implementation, enjoy, inspect and supervise the contents of the program. Therefore, since its implementation, the Program has always received the consensus and support of the people participating in projects and sub-projects. The people always comply with the policies and laws of the State and the implementation documents of the superiors, support the donation of land for rural roads, enthusiastically participate in activities, community groups of projects linking community production, building, maintaining infrastructure works, community investment supervision boards…”.
Bac Kan province strives to reduce the poverty rate among ethnic minorities by over 3% per year in the 2026 - 2030 period. 100% of poor districts are supported to invest in developing socio-economic infrastructure. 80% of people with working capacity from poor and near-poor households are supported to improve their agricultural, forestry and fishery production capacity. 100% of officials working on poverty reduction are trained in knowledge to organize and implement poverty reduction policies and projects./.
