Accordingly, in order for the exam to take place seriously, objectively, safely, effectively, meeting the goals of assessing the quality of generaleducation , student capacity and admission requirements, the Acting Chairman of the Provincial People's Committee requested the Director of the Department of Education and Training and related departments, branches, units, People's Committees of districts, towns and cities, depending on their functions and tasks, to proactively advise the exam steering committee to resolve situations that arise during the exam organization process.

The Director of the Department of Education and Training, Deputy Head of the Standing Committee of the Examination Steering Committee is the spokesperson of the Examination Steering Committee. He/she shall preside over and coordinate the development of plans, prepare human resources, materials and other necessary conditions to organize the examination to ensure seriousness, objectivity, honesty, safety, compliance with regulations and create favorable conditions for candidates to take the exam.

Direct schools to complete the school year plan, test, evaluate, organize review, practice test-taking skills to meet the requirements of the 2018 General Education Program for students, especially for students with poor academic performance, children of policy families, ethnic minorities...

Coordinate to disseminate, inform, and widely propagate the regulations on high school graduation exams, university and college admission regulations, and exam organization plans so that officials, teachers, students, parents, and the people know, implement, and monitor; fully and promptly answer questions and concerns of candidates and people about exam-related contents, creating social consensus and support from the people.

Focus on the selection work, clearly define the responsibilities of officials involved in the stages of printing, invigilation, marking, re-examination, and inspection of exams, considering this as the decisive stage for success, preventing fraud, negativity, and violations. Organize for officials, teachers, staff, and students to study and master the exam regulations and exam procedures, resolutely and strictly handle officials, teachers, staff, and candidates who violate exam regulations. Effectively organize the work of inspection and examination of exams according to regulations.

Actively coordinate to prepare plans to prevent and control epidemics and ensure security and safety during the exam. Coordinate with agencies, organizations and parents' representatives to organize travel, meals and accommodation for candidates in difficult circumstances, remote areas... during the exam period.

Strengthen the mobilization of organizations and individuals to support and help candidates who are children of ethnic minorities, families with preferential policies, candidates with disabilities, candidates in difficult circumstances, candidates in remote areas; no candidate has to drop out of the exam due to economic or travel difficulties. Have solutions to support travel and living for examination council officials in accordance with local conditions.

Develop a propaganda plan, organize and direct the programs of activities "Volunteer Students", "Supporting the Exam Season" to ensure order and safety for the exam; guide and support candidates and their families in traveling, eating, staying and living at the exam locations.
