Not afraid of difficulties, hardships, stick to the area to protect security and order

After one year of implementing and enforcing the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, based on practice, it has been shown that this force has made important contributions to ensuring security and order.

This is the core force, effectively supporting the Commune, Ward and Town Police in grasping the situation and resolving issues arising from the grassroots in recent times.

Affirming and promoting the role of the "extended arm" of the police force

The force participating in ensuring security and order at the grassroots level was established on the basis of merging three forces: the part-time Commune Police, the Civil Defense, and the Civil Defense Team Leader and Deputy Team Leader according to the Law on Forces Participating in Ensuring Security and Order at the Grassroots Level.

The unification of these three forces into a unified force helps to streamline and improve the effectiveness of supporting the Commune-level Police in performing the tasks of protecting national security, ensuring social order and safety, and fighting against crimes and other violations of the law at the grassroots level.

Established and launched on July 1, 2024, the force participating in protecting public order and safety at the grassroots level in Bac Lieu province is gradually affirming and promoting its role as the "extended arm" of the police force in ensuring political security, social order and safety, bringing a peaceful and happy life to the people.

Bac Lieu province currently has 512 Security and Order Protection Teams with more than 1,600 members, each team consists of 3 to 5 members arranged in all hamlets and villages in communes, wards and towns throughout the province.

After being established, the force participating in protecting national security and order at the grassroots level quickly stabilized, went into operation, and actively participated with the commune-level police in propaganda work, mobilizing people to strictly implement the Party's guidelines and policies, the State's policies and laws, and participate in the movement of the whole people to protect national security and other movements in the locality.

In the first 6 months of 2025, in Bac Lieu, the force participating in protecting national security and order at the grassroots level, together with the police force, organized more than 350 propaganda campaigns, broadcast over 1,000 mobile loudspeakers, and mobilized more than 800 individual cases; participated in consolidating and operating 35 models in the movement of the whole people to protect national security; and successfully reconciled 19 conflicts among the people.

Not afraid of difficulties, always stick to the area

In Dong Thap province, since July 1, 2024, 698 Security and Order Protection Teams have been established. Each team has from 3 to 5 members depending on the area and population size. Currently, the teams are still operating well with 2,170 members (of which, the majority of Team Leaders and Deputy Team Leaders also hold the positions of Team Leaders and Deputy Team Leaders of Civil Defense Teams).

After one year of establishment and operation, the force participating in ensuring security and order has always demonstrated a high sense of responsibility, gradually promoted its capacity, and effectively supported the Commune-level Police to successfully complete the task of ensuring security and order at the grassroots level.

With a spirit of enthusiasm, not afraid of difficulties, always sticking to the locality, this force has affirmed its core role through specific and comprehensive contributions. Notably, this force has directly supported the Commune-level Police to carry out more than 1,300 propaganda campaigns, mobilizing people to prevent and fight crimes, ensure order, traffic safety, fire prevention and fighting, and rescue; supported the organization of the "National Day for National Security Protection" in 2024 at 155 locations with nearly 13,000 participants; the Forum "Commune, Ward and Town Police Listen to People's Opinions" at 67 locations with more than 3,000 participants; contacted, met and educated more than 1,800 juvenile offenders, people who have completed their prison sentences and returned to their locality of residence, people serving criminal sentences in the community, and drug users; Coordinated the implementation of the "Love Stop" model on the occasion of the Lunar New Year 2025 and the recent April 30th holiday; coordinated the construction of 153/698 hamlets and villages, contributing to building a "Security - Safety - Peace for the people" residential area; built hamlets, villages, communes, wards and towns that meet the "Safety in terms of security and order" standards and typical communes, wards and towns in the movement of the whole people protecting national security...

The Security and Order Protection Teams are one of the reliable addresses for people to provide valuable information about the security and order situation. From this source of information, the forces participating in ensuring security and order at the grassroots level have participated in effectively supporting the resolution of security and order incidents such as: supporting the protection of the scenes of 95 traffic accidents; dispersing 337 small gambling dens; 207 groups, more than 1,000 teenagers gathering late at night suspected of violating the law, gathering to fight; supporting 34 incidents related to rescue work...

In particular, through nearly 10,000 patrols, it has contributed to detecting more than 1,000 cases of traffic safety law violations, reminding 34 business households of encroaching on sidewalk corridors and other law violations.

Important "bridge" between Party committees and authorities at all levels and the People

In Son La, there are many models of prestigious people participating in maintaining security and order at the grassroots level. With experience, prestige, and responsibility, prestigious people, village elders, and clan leaders in the province regularly go to every alley, knock on every door, propagate and mobilize people to comply with the law, reconcile arising conflicts, participate in denouncing crimes, eliminate backward customs, mobilize people to develop the economy, eliminate hunger and reduce poverty...

The province currently has 2,189 prestigious people among ethnic minorities, of which more than 500 are prestigious people, village elders, village chiefs, and clan leaders. Since 2008, implementing the Prime Minister's directive, authorities at all levels, departments, branches, and police forces have taken many forms of support, encouragement, and promotion of the role of prestigious people in ensuring security and order.

Every year, the provincial Department of Ethnic Minorities and Religions organizes training courses, provides information on the local economic, social, defense and security situation, grassroots reconciliation work, and ethnic policies for prestigious people in villages and sub-regions; selects outstanding prestigious people, organizes delegations to visit and learn from the province's experiences in economic and social development models; organizes conferences to meet and commend prestigious people among ethnic minorities.

Further promoting the role and responsibility of prestigious people, police at all levels regularly visit, give gifts, encourage, build solidarity, and encourage prestigious people to continue to promote their role in ensuring security and order at the grassroots level, acting as an important "bridge" between Party committees and authorities at all levels and the people, strengthening the great national unity bloc in the locality.

With determination, training efforts, responsibility, and aspiration to contribute, the force participating in protecting security and order at the grassroots level is working day and night with the regular police force to fulfill the noble mission assigned by the Party, State, and People.

Although this force has encountered many difficulties in its operations in the past, with the comprehensive attention from all levels and local authorities on implementing solutions to improve the quality of operations of the Security and Order Protection Teams as well as continuing to improve institutions to consolidate and enhance the legal position and role of the force participating in security and order protection at the grassroots level; investing in facilities, support tools, fully implementing policies and regimes to serve work and living requirements; promoting political, legal and professional training and development...

Each member of the Security and Order Protection Teams, with their intelligence, responsibility, will, determination and enthusiasm, in the coming time needs to continuously study, cultivate and practice to always be the "extended arm" of the Commune-level Police force in ensuring security and order at the grassroots level, contributing to bringing the country into a new era - the era of national growth.
