Invoice each sale for petroleum activities will not waste customers' time without getting an invoice.

Build implementation schedule

Determining the implementation of electronic invoices with tax codes for each sale of gasoline and oil retail activities is an important step in the process of promoting digital transformation, preventing revenue loss and increasing budget revenue. This is also an important basis in promoting businesses to apply the issuance of invoices with tax codes for each sale, creating civilized consumption habits, selling goods with legal invoices and documents. At the same time, the implementation of this policy also contributes to eliminating the situation of illegal and poor-quality gasoline and oil trading, because when the output and input are clear, businesses cannot import a small amount from official agents and then import illegal gasoline and oil. This is a long-term benefit that consumers need to support for their own benefit.

To promote this process, the Provincial Tax Department has reviewed and developed an implementation schedule, and strongly encouraged petrol stores and businesses in the area to issue electronic invoices after each sale according to regulations.

Most recently, the Provincial Tax Department organized meetings and worked with 50 petroleum businesses and 7 electronic invoice solution providers to promptly inform about regulations on electronic invoices in petroleum business activities, discuss solutions to remove difficulties in implementation to ensure progress according to the Prime Minister 's requirements. Through the exchange, petroleum businesses shared experiences of businesses that have successfully implemented, and at the same time accessed many solutions suitable to the reality of the business.

The tax sector also strengthens close supervision of the issuance and use of invoices in general and gasoline invoices in particular, and detects and strictly handles acts of issuing and using invoices and documents that are not in accordance with regulations.

Mr. Ha Van Khoa, Director of the Provincial Tax Department, affirmed that the Tax Department always accompanies businesses in the process of fulfilling tax obligations, achieving the goal of completing 100% of petroleum businesses in the area to issue electronic invoices for each sale.

Currently, the Provincial Tax Department and its affiliated departments and tax branches are focusing on promoting and diversifying communication solutions to taxpayers, stores and businesses trading in petroleum on legal regulations on invoices, documents and the benefits of issuing electronic invoices for each sale. Organize and arrange civil servants to guide and answer questions for taxpayers on issuing electronic invoices for each sale for petroleum retail activities according to regulations.

Inspection and examination departments; tax branches shall grasp the current status of electronic invoice implementation for each sale of petrol stations in the management area. Review and develop implementation progress, strongly promote petrol stations and enterprises in the area to implement the issuance of electronic invoices after each sale according to regulations. Strive to have 100% of petrol stations complete the conversion and apply invoices for each sale by the end of the first quarter of 2024.

Petroleum businesses have implemented issuing invoices for each sale.

Providing multiple solutions

Faced with the difficulties of businesses related to costs or concerns about invoice issuance time, invoice service providers as well as technology businesses have come up with many solutions to address these concerns. According to the survey, there are many technology solutions with different costs that have been deployed in the market.

As a companion unit in implementing the issuance of invoices for each sale for petrol stations very early, VNPT Thua Thien Hue has proactively coordinated to build processes, software solutions, configure and set up a system to issue electronic invoices for each sale, meeting the requirements of state management agencies to create convenience and transparency for customers.

Mr. Nguyen Xuan Thuy - Director of VNPT Thua Thien Hue Business Center informed that VNPT is implementing 3 main solutions for gas stations to issue invoices for each sale in accordance with the existing infrastructure and the costs that the business wants to spend. Customers can apply electronic invoices based on data directly connected from the pump, applicable to gas stations with modern infrastructure. Gas stations are equipped with data recording devices and data transmission to gas station management software. For stores using mechanical pumps, they can apply the solution of upgrading hardware, management software or applying electronic invoices by installing the VNPT Invoice application on POS machines/smart devices such as smartphones, using AI Camera to scan and process information on the pump.

Viettel Thua Thien Hue also supports the implementation of 2 solutions to apply invoices for each sale for gas stations according to the actual needs of the unit. Accordingly, small stores that do not use gas management software can apply the solution to issue invoices via the Sinvoice APP from the POS machine or phone. Store staff only need to enter the total value that customers need to pay for each gas pump on the Sinvoice APP integrated on the POS machine/Android phone, the electronic invoice system is based on the unit price of each type of gas to issue electronic invoices for each import. Invoices will be issued and automatically transmitted to the tax authority. Large stores can apply a comprehensive solution to receive pump signals via the controller cabinet.

According to the assessment of service providers, if businesses have limited economic conditions, they can apply the solution of issuing invoices from POS machines or phones to minimize costs, but still ensure that invoice data is synchronized with the tax authority for each sale. In addition, to support customers, service providers are also implementing many initial support policies for customers such as: Consulting on upgrading equipment infrastructure; free invoice creation and design; free integration with available accounting software and preferential policies for customers using electronic invoices, suitable for each store size.

In addition to the support of tax authorities and invoice service providers, to promote the process of converting invoices in the petroleum sector in particular and to promote the issuance of invoices from cash registers, the participation of the people themselves is needed. Because when consumers are aware and have the habit of purchasing goods and services, they must obtain invoices and legal documents, which will be the foundation for promoting businesses to strictly implement regulations and prevent tax losses. At the same time, it brings benefits to consumers themselves, and they are protected by law in commercial transactions.
