No increase in enrollment quota if more than 15% of students drop out of the first year

The draft circular regulating the determination of universityenrollment targets stipulates that universities are not allowed to increase their enrollment targets if the first-year dropout rate is higher than 15% and the employment rate of graduates is lower than 70%.


The Ministry of Education and Training (MOET) is soliciting comments on a draft Circular regulating the determination of university and college enrollment targets for preschool education.

The draft circular stipulates that enrollment targets are determined and implemented for each year, according to each industry, industry group, level and training form at the headquarters and each branch, ensuring that they are consistent with the capacity of the training institution, labor market needs, and socio -economic development requirements of the country and each region and locality.

Cases where enrollment quotas must be determined by major include: Majors in the following groups: Teacher training; Vietnamese language, literature and culture; foreign language, literature and culture; and majors training at master's and doctoral levels.

Training institutions shall determine their own enrollment quotas based on the criteria and procedures specified in the Circular and publicly announce them according to current enrollment regulations, except for cases where enrollment quotas are decided by the Ministry of Education and Training, in which case enrollment quotas may only be announced according to the announcement of the Ministry of Education and Training.

Training institutions shall recruit students in accordance with the announced quota, ensuring that the actual number of students recruited for each major, group of majors, level and form of training shall not exceed 20% of the announced quota. This is a new point compared to current regulations.

The draft Circular also stipulates that the enrollment quota of a major, group of majors at university level, or a specialized major at level 7 at the head office and branch campus cannot be increased compared to the quota and actual enrollment of the previous year in the following two cases: The first-year dropout rate is higher than 15%; the employment rate of graduates is lower than 70%.

This is a new point compared to Circular No. 03/2022/TT-BGDĐT of the Ministry of Education and Training regulating the determination of enrollment quotas for university, master's, doctoral degrees and college enrollment quotas for Early Childhood Education.

Circular 03 does not have regulations on the dropout rate, but only stipulates that the quota will not be increased if the rate of graduates with jobs within 12 months of being recognized as graduating in that field is below 80%, or the rate of implementing the enrollment quota of that field in the enrollment year immediately preceding the enrollment year is below 80% (except in the case of university-level training programs with training programs recognized as meeting quality accreditation standards).
