It is impossible to protect the environment without synchronous technical infrastructure.

Waste collection rate reaches 90% in urban areas

Monitoring at the People's Committee of Quang Ngai City shows that after more than 3 years of implementing the Law on Environmental Protection 2020, the People's Committee of the City has promptly issued guiding documents and organized training courses on implementing the Law on Environmental Protection 2020; solid waste collection and treatment have improved significantly with the waste collection rate reaching 90% in urban areas and 80% in rural areas; environmental violations have been strengthened in inspection and handling, especially in industrial clusters and residential areas; measures have been implemented to minimize water, air, and soil pollution and protect biodiversity. For Son Tinh district, the People's Committee prioritizes solid waste management and waste classification. The district has achieved positive results in increasing the budget and mobilizing social resources for environmental protection. Pollution control is also focused on, especially in industrial zones with wastewater treatment systems and high-emission enterprises that have installed automatic monitoring.

In Dung Quat Economic Zone and Quang Ngai Industrial Zones, the Management Board has implemented an environmental monitoring program including adjusting and supplementing the environmental monitoring network, which has been approved by the Provincial People's Committee in Decision No. 1421/QD-UBND. Key tasks include monitoring and controlling environmental pollution, collecting and treating waste, operating wastewater treatment plants, and environmental management and monitoring activities. By 2024, some tasks will have achieved 100% of the plan.

According to the report of Hoa Phat Dung Quat Steel Joint Stock Company, during the implementation of the Hoa Phat Dung Quat iron and steel production complex investment project, the company has periodically carried out environmental work, issued plans and measures to prevent and respond to chemical and environmental incidents. The company has made the most of all types of waste generated for recirculation, reuse and recycling. Most of the generated waste sources are collected and brought to the emission treatment system that meets standards before being discharged into the environment. The company has installed emission, wastewater and surface water treatment systems, transmitting monitoring data automatically and continuously to the authorities in accordance with regulations. At the same time, the company has also actively greened nearly 60 hectares in the entire complex, striving to continue planting about 41 hectares of trees by the end of 2025.

Strengthening social resources

Despite many remarkable results, environmental protection work in localities and units still faces many challenges. The National Assembly Delegation of Quang Ngai province frankly pointed out existing shortcomings such as: waste collection is not thorough; financial resources for the environment mainly rely on the state budget, social work in environmental protection is low; technical infrastructure for environmental protection is weak, not meeting requirements; the organization and personnel for environmental work are insufficient in number, limited in expertise; awareness and responsibility of a part of the people and businesses are not high; implementation of legal procedures related to environmental protection is still entangled...

From the above situation, a number of units and localities have proposed many recommendations to improve the effectiveness of environmental protection work in the coming time. In particular, the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Zones proposed to the Supervision Team on funding to synchronously invest in technical infrastructure for environmental protection in Dung Quat Economic Zone according to regulations; arrange investment funding to consider building resettlement areas to serve compensation and site clearance work to create clean land to attract investment in Dung Quat Economic Zone...

Based on the monitoring results, the Monitoring Team focused on discussing key solutions to orient environmental protection work in the coming time. In particular, for Son Tinh district, in the context of implementing the policy of abolishing district-level administrative units, it is necessary to strictly implement the Law on Environmental Protection 2020; strengthen inspection and handling of environmental violations, invest in environmental technical infrastructure, especially solid waste and wastewater treatment facilities. At the same time, the district needs to expand waste classification at source, promote socialization of environmental protection work. Build a team of professional environmental officers, closely coordinate with the provincial level and prepare a plan to transfer environmental management tasks. The Monitoring Team has recorded, accepted and will synthesize the contributions of localities and units, and give opinions to competent authorities.

The monitoring results show that to keep Quang Ngai green, isolated efforts are not enough, it requires consensus from the government, businesses and every citizen. When every decision puts the environment at the center, when every factory and every canal is strictly monitored, then the picture of Quang Ngai green - clean - sustainable development will truly take shape.
