In Binh Kien, Tuy Hoa, Phu Yen wards of Dak Lak province, people have fully purchased essential goods to store for a long time to prevent storms and floods from cutting off their lives. By the afternoon of November 6, traders at the markets had also urgently cleaned up their goods after serving the last consumers to avoid storms and floods.
In rural areas, areas that are often flooded, people have completed moving household items, rice and crops to higher ground to avoid damage and flooding.

Mr. Truong Trong Khan in Tuy Hoa ward breathed a sigh of relief after moving dozens of tons of newly harvested summer-autumn rice to the highest possible position and covering it with tarpaulin.
“There have been no major storms or floods in recent years, but people are still not complacent. Storm No. 13 this year is forecast to have a gust of level 12 in the eastern part of Dak Lak province. Thanks to regular monitoring and updating of weather forecasts via mobile phones and various forms of propaganda by the government and functional agencies, my family has completed the work of reinforcing our house and barns against storms and floods and stockpiling enough food to sustain our lives from November 6 until the storm dissipates and the water recedes,” said Mr. Khan.

Also in Tuy Hoa ward, since the afternoon of November 5, Mr. Nguyen Van Chien has completed pressing the last stones on the corrugated iron roof, strong enough to protect 3 cows during storms. According to the Dak Lak Province Steering Committee for Natural Disaster Prevention, Control and Search and Rescue , storm surges and flood warnings are in place for coastal areas including the following wards and communes: Xuan Loc, Xuan Canh, Song Cau, Xuan Dai, Tuy An Dong, O Loan, Tuy An Nam, Binh Kien, Tuy Hoa, Phu Yen, Hoa Hiep, and Hoa Xuan, with storm surges ranging from 0.3 to 0.6 meters high.
Warning: From the afternoon of November 6, coastal areas should be on guard against rising sea levels accompanied by large waves causing flooding in low-lying areas, waves overflowing dikes, coastal roads, coastal erosion, slowing down flood drainage in the area. All ships, boats, and aquaculture areas in the above-mentioned dangerous areas are strongly affected by storms, whirlwinds, strong winds, large waves, and rising sea levels.

Meanwhile, on the mainland, from this evening, the coastal mainland of the typical areas of the communes and wards of Song Cau, Tuy An, Dong Xuan, Tuy Hoa will have strong winds of level 5-6, then gradually increasing to level 7-9, gusting to level 10-12; the typical areas of the communes and wards of Son Hoa, Song Hinh, Tay Hoa, Phu Hoa will have strong winds of level 6-7, gusting to level 8-9; deep inland including the typical areas of the communes and wards of Son Hoa, Song Hinh, Tay Hoa, Phu Hoa and from M'Drak to Ea Sup will have winds of level 5-6, gusting to level 7-8.
From noon on November 6 to noon on November 7, Dak Lak province experienced heavy to very heavy rain, with rainfall in the eastern region (including wards and communes of Tuy Hoa, Son Hoa, Song Hinh; Tay Hoa, Phu Hoa, Dong Hoa, Tuy An, Dong Xuan, Song Cau) from 200-300mm, in some places over 400mm/period. People should be on guard against the risk of landslides in areas with steep terrain and weak geology; and against the risk of thunderstorms, whirlwinds and strong gusts of wind both before and during the storm.
Support people to take shelter safely
Faced with the complicated developments of storm No. 13, which is expected to make landfall tonight, November 6, Border Guard units of Dak Lak province have proactively prepared plans to respond to the storm, with the spirit of "urgency, determination, and responsibility" to protect people's safety and minimize property damage caused by natural disasters.
Accordingly, the entire unit maintains 100% of its personnel on duty for natural disaster prevention, search and rescue, and is ready to respond to storms, ensuring adequate means, equipment, and logistics according to the 4-on-the-spot motto.

By 12 o'clock on November 6, the provincial Border Guard force had completed supporting people in securing their houses, arranging boat moorings, reinforcing aquaculture cages, and organizing propaganda and mobilization to ensure people leave their boats and ships for safe shelters, and absolutely not go out to sea when the storm makes landfall.
According to statistics, the total number of vehicles in the province is 2,555 fishing boats with 10,225 workers, there are 12 transport ships with 110 crew members, currently, all fishing boats in Dak Lak province have anchored at ports and yards, no vehicles are operating in the storm-affected area. All workers on aquaculture rafts have been informed about the storm's developments and direction of movement and have completed measures to secure cages and rafts to ensure safety.

On the afternoon of November 6, Mr. Nguyen Thien Van, Vice Chairman of the Dak Lak Provincial People's Committee, inspected the work of evacuating people, securing houses and ensuring safety for boats in coastal areas before storm No. 13 (Kalmaegi) is expected to make landfall tonight.
