- On May 28, 2025, Working Group No. 2 of the Working Group to deploy the peak of the fight to prevent and repel smuggling, trade fraud (GLTM), counterfeit goods, and infringement of intellectual property rights (SHTT) (abbreviated as Working Group 1124) led by Comrade Nguyen Dinh Dai, Deputy Head of the Standing Committee of the Provincial Steering Committee 389, Deputy Head of Group 1124, inspected the actual work of fighting, preventing and repelling smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in Cao Loc and Loc Binh districts.
Participating in Working Group No. 2 were leaders of a number of departments, branches and functional forces of Lang Son province.
According to the report of Steering Committee 389 of Cao Loc district and Steering Committee 389 of Loc Binh district, the situation of smuggling and illegal transportation of goods across border trails in the two districts in the past time has been controlled and prevented by the functional forces of the two districts. However, on some trails and shortcuts, some subjects still appear to secretly transport small-scale items such as frozen foods (chicken feet, ham hocks, sausages, etc.).
In the domestic market, there are still times when counterfeit goods and goods that violate foreign intellectual property rights are still sold and consumed by some subjects in markets in Cao Loc and Loc Binh districts in small quantities. At the same time, in Cao Loc and Loc Binh districts, there are still some establishments operating through e-commerce platforms that violate the law on trading counterfeit goods and goods of unknown origin.
Cao Loc and Loc Binh districts also have border gates, so recently, the authorities at Huu Nghi International Border Gate and Chi Ma Border Gate have organized measures to strictly control export and import goods to promptly prevent and detect fraudulent acts of enterprises through import and export activities.
To prevent smuggling, trade fraud, counterfeit goods, goods of unknown origin, and goods violating intellectual property rights, in the first 5 months of 2025, the Steering Committee 389 of Cao Loc and Loc Binh districts has directed relevant agencies and units to effectively implement anti-smuggling, trade fraud and counterfeit goods in the area; directed relevant agencies to organize inspections and handling, and prevent the formation of complicated smuggling points in the area. Focusing on key areas such as: preventing and combating smuggling, trade fraud, counterfeit goods, poor quality goods, goods of unknown origin, goods violating intellectual property rights, food safety, medicine, etc.
Accordingly, in the first 5 months of 2025, the functional forces in the 2 districts inspected and handled 842 cases (Cao Loc 658 cases; Loc Binh 184 cases) of violations of smuggling, trade fraud, counterfeit goods, goods of unknown origin, and goods violating intellectual property rights. The total amount of administrative sanctions was more than 4.3 billion VND.
At the inspection, the Steering Committee 389 of Cao Loc and Loc Binh districts also quickly reported on the implementation of Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister on launching a peak period to fight against and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; Official Dispatch No. 975/UBND-KTTH dated May 20, 2025 of the Provincial People's Committee on the implementation of Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister.
Thereby, from May 15, 2025 to present, the functional forces of the two districts have inspected and handled 14 cases (8 cases in Cao Loc; 6 cases in Loc Binh) of violations in trading counterfeit goods, violations of food safety, prohibited goods, etc.
During the inspection in the two localities, members of Working Group No. 2 of Working Group 1124 and members of Steering Committee 389 of Cao Loc and Loc Binh districts discussed and clarified the results achieved in the fight against smuggling, trade fraud and counterfeit goods in the first 5 months of 2025; proposed solutions to combat smuggling, trade fraud and counterfeit goods, and goods infringing on intellectual property rights in the coming time.
Speaking at the inspection, Comrade Nguyen Dinh Dai, Director of the Department of Industry and Trade, Deputy Head of the Provincial Steering Committee 389, Deputy Head of Group 1124, Head of Working Group No. 2, stated that in the coming time, it is forecasted that the situation of smuggling, trade fraud, counterfeit goods, and goods infringing intellectual property rights will occur in more sophisticated forms. Therefore, the Steering Committee 389 of Cao Loc and Loc Binh districts will continue to focus on implementing the peak period of fighting to prevent and repel smuggling, trade fraud, counterfeit goods, and goods infringing intellectual property rights to achieve the highest efficiency.
Continue to direct local agencies and functional forces to focus on inspecting and coordinating inspections of a number of key areas such as business activities at markets, supermarkets, goods distribution points and e-commerce business establishments; direct functional forces at border gates to strengthen inspection and closely monitor import and export activities through border gates to promptly detect illegal acts through these activities; direct functional forces to strictly inspect and control border areas, regularly patrol and control trails and shortcuts.
Continue to direct the strengthening of inspection and supervision of enterprises, production and trading establishments of all kinds of goods in the area. Previously, members of Working Group No. 2 of Working Group 1124 inspected the work of combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement at Huu Nghi International Border Gate, Chi Ma Border Gate, and some areas in border communes and villages in Cao Loc and Loc Binh districts.
