Inspecting the preparation work for the operation of the 2-level local government model in Lang Son

On the afternoon of June 29, a working delegation led by comrade Pham Thi Thanh Tra, member of the Party Central Committee and Minister of Home Affairs, inspected a number of new communes and wards in Lang Son province to prepare for the operation of the two-level local government model from July 1.

The working delegation inspected the actual working headquarters after the arrangement of Nhan Ly commune and Dong Kinh ward. At the destinations, the leaders of the communes and wards reported on the arrangement of cadres and civil servants, the plan for arranging the headquarters, and the trial operation of the new apparatus to the Minister and the working delegation.

Through field surveys and listening to reports, the working delegation requested further clarification of a number of issues such as the announcement of administrative procedures; resolving the regime of retired cadres and non-professional cadres at the commune level; in addition, the working conditions of cadres and civil servants, training to improve professional skills for cadres and civil servants...

Speaking at the inspection, the Minister of Home Affairs emphasized: The arrangement of commune-level administrative units and the implementation of the two-level local government model is a major revolution, taking place urgently but also cautiously and closely.

The volume, nature and requirements of work in the coming time are very large, requiring cadres and civil servants in the entire political system to renew their thinking and awareness, aiming to build a government apparatus close to the people, serving the people.

At the working session, the Minister of Home Affairs highly appreciated the proactive spirit and efforts of Party committees and authorities at all levels in Lang Son province in preparing conditions for operating the 2-level local government model.

The new apparatus coming into operation will inevitably face difficulties, shortcomings and obstacles, therefore, he suggested that the Party Committees and authorities of Lang Son province unite and make efforts to turn difficulties into motivation; focus on digital transformation and application of information technology to serve and improve work efficiency.

Comrade Pham Thi Thanh Tra, member of the Party Central Committee, Minister of Home Affairs gave a speech at Dong Kinh ward, Lang Son province.

The Minister of Home Affairs also advised officials and civil servants to proactively research, voluntarily learn and understand new documents, circulars and decrees, and constantly improve their skills and expertise to ensure the best service for people and businesses.

In order for the model to operate smoothly and effectively, the Working Group requested the People's Committee of Lang Son province to soon announce administrative procedures; pay attention to training, coaching, and fostering to improve professional skills for civil servants, to meet the requirements of assigned tasks.

Also in the program, the Minister of Home Affairs and the working delegation also inspected and highly appreciated the preparation work of the communes, wards and Lang Son province for the organization of the ceremony to announce the Resolution of the National Assembly Standing Committee and the decisions of Lang Son province on implementing the 2-level local government model tomorrow, June 30, 2025.
