We are determined to wage war against IUU fishing.

(DTO) Speaking at the conclusion of the 26th meeting of the National Steering Committee on combating illegal, unreported, and unregulated (IUU) fishing on the evening of December 16, Prime Minister Pham Minh Chinh emphasized that all relevant agencies and entities in the political system must highly uphold their responsibilities, based on their functions, duties, and powers, to review and re-examine their work; be more decisive and swift, resolutely declare war on IUU fishing; and ensure that each task is completed thoroughly.

The Prime Minister requested that localities effectively manage citizens within their areas. Based on the review, the Government Inspectorate will intervene, individualizing responsibility at localities that are lagging behind or have not completed their assigned tasks in managing fishing fleets and fishermen.

The Prime Minister demanded strict action against any businesses importing seafood shipments that violate IUU (Illegal, Unreported, and Unregulated) fishing regulations; the Vietnam Association of Seafood Processing and Export must take responsibility for this.

The Fatherland Front and socio-political organizations are involved, localities are launching movements, and the press is stepping up information and propaganda efforts to create consensus in public opinion and condemn violations.

The Prime Minister requested the Ministry of Agriculture and Environment to standardize guidance for ministries, sectors, and localities in preparing reports and to promptly complete progress reports to be submitted to the EC in accordance with requirements, ensuring completeness, accuracy, and verifiable data; and to continue regular communication and maintain close contact with the EC to promptly provide information when requested.

The Ministry of National Defence continues to maintain patrols and control of maritime areas bordering other countries; strictly controls fishing vessels entering and leaving ports; and resolutely prevents vessels that do not meet the requirements from departing.

The Ministry of Public Security has directed local police to expedite investigations and strictly handle networks involved in brokering and organizing the illegal exploitation of fishing vessels and fishermen in foreign waters, as well as acts of document legitimization and fraud in the supply chain; and to coordinate in clarifying the responsibilities of organizations and individuals involved in cases and shipments showing signs of IUU violations.

The People's Committees of coastal provinces and cities with fishing vessels shall continue to strictly implement regulations on registration and issuance of fishing licenses, control fishing vessels with "three no's" (no permits, no licenses, no permits ...

According to the Ministry of Agriculture and Environment, significant positive results have been achieved in the implementation of tasks to combat IUU fishing in recent times.

The management of the fishing fleet continues to be tightened. 100% of fishing vessels nationwide have been registered and updated on the national fisheries database system. Monitoring of fishing vessels through the VMS system, control of vessels entering and leaving ports, and traceability of seafood are gradually becoming more systematic.

However, some issues still need to be addressed soon, such as: discrepancies in the number of fishing vessels arriving at and departing from ports in some localities; the handling of administrative violations related to VMS disconnection and exceeding permitted fishing boundaries is not yet thorough; and the responsibility of some organizations and individuals in performing their duties is not high enough…

In Dong Thap province, the locality has been seriously implementing the central government's directives on combating IUU fishing. The province has strengthened the management of the fishing fleet, strictly controlled fishing activities, and coordinated with functional forces in monitoring and handling violations.

At the same time, it is necessary to strengthen propaganda work and raise awareness and compliance with the law among fishermen...
