At the 7th International Conference on Vietnam Studies, General Secretary To Lam affirmed: People are the core of three pillars of development: integrity institutions; green - digital - knowledge economy ; and comprehensive human development.
Institutions that do not serve the people will lose their intrinsic strength; economies that do not aim at human happiness will be just soulless numbers; and innovation that does not liberate human intelligence and personality will not be sustainable.

The General Secretary emphasized: "People's happiness must be measured by housing, education, health care, living environment and development opportunities." This is not only a political determination, but also a new development philosophy, when people are at the center, knowledge is the driving force, and fairness and people's happiness are the destination of all national policies. In the context of digital transformation and green development, Vietnam is entering the journey of creating a comprehensive human model - with knowledge, ethics, courage and aspiration to rise up.
Education: the path to realizing humanistic philosophy
Never before have human-oriented policies been implemented as synchronously and extensively as they are today. From preschool to high school, from the lowlands to the mountains, all policies share the same spirit: fairness in opportunity, humanity in action.
The State has been exempting tuition fees for all public preschool and primary school students, supporting tuition fees for non-public students; universalizing education for children aged 3-5, expanding universal education to the end of high school and ensuring compulsory education to the end of junior high school. Hundreds of modern, inter-level boarding schools have been built in remote, isolated and border areas so that children in those areas have the conditions to study, practice and access digital knowledge like their peers across the country. Along with that, the policy of unifying a single point of contact for education and training management, aiming for open textbooks and learning materials, which will be free by 2030, is being promoted.
These decisions are an important step forward for equity and dignity, where every Vietnamese child, whether living in the mountains or plains, on the border or on islands, has the right to learn and grow up equally.
It is the humanistic spirit of a nation that believes in the power of knowledge, in education as the only path to sustainable development: education determines the future of the nation.
Teachers' Law: honoring knowledge and the profession of "cultivating people"
In 2025, the National Assembly passed the Law on Teachers, the first law in Vietnam's history specifically for the "human cultivation" profession, which will take effect from January 1, 2026. This is an important milestone, not only ensuring professional rights, remuneration policies and development opportunities for teachers, but also setting new ethical and capacity standards, in line with the requirements of the times.
The significance of this law goes far beyond the scope of the education sector. It is a tribute to knowledge, a commitment of the state and society to protect and enhance the status of teachers - the pillars of humanistic and quality education. When teachers are respected, cared for and have faith in their profession, they will wholeheartedly nurture a generation of students who are "talented, compassionate and resilient".
On November 20 this year, when the Teachers Law is about to come into effect, the joy of teachers across the country becomes even more profound. Because there is not only recognition of the profession, but also an affirmation: there is no sustainable future if it does not start from nurturing teachers.
Institutional reform: creating resources for human development
The changes in national governance in recent times are also opening up a new foundation for human development. The rearrangement of administrative boundaries, streamlining the apparatus, implementing two-level local government, and arranging educational facilities from kindergarten to university… are not only aimed at saving resources, but more importantly, at transferring the savings to invest in human development.
Hundreds of thousands of billions of dong have been spent on building schools, upgrading hospitals, improving housing, and expanding social welfare, demonstrating a modern governance philosophy: development for the people and for the happiness of the people. As General Secretary To Lam affirmed: "A ruling party is only worthy of the people when all decisions are aimed at improving the real lives of the people."
These changes are turning the concept of "humane development" into reality, creating a solid foundation for Vietnam's aspiration to develop quickly, strongly, sustainably and humanely.
Honest education: the foundation for real talent
A modern education system not only teaches literacy and vocational skills but also teaches how to be a good person. Vietnam is steadfastly moving towards humanistic education, taking qualities and abilities as the goal, forming new Vietnamese human values: patriotism, solidarity, honesty, loyalty, responsibility and creativity.
In particular, honesty must become the ethical foundation of the entire education system. The policy of "Real learning, real exams, real talent" is not just a slogan, but a commitment of society and the education sector to preserve the national character and belief in knowledge. When education maintains honesty, society will have real people and real talent, kind, creative and responsible citizens.

Realizing the aspiration for a humane Vietnam
From ideology to policy, from policy to life, Vietnam is demonstrating a consistent direction: putting people at the center of development. Each new school built in remote areas, each teacher respected, each child having equal access to school, each citizen learning for life, that is the realization of the aspiration to create a comprehensive and humane Vietnamese person.
The philosophy of "taking people as the center" is not only the development ideology of the present but also the compass for the future. Because all development, whether economic, institutional or technological, artificial intelligence (AI), must be for the dignity, knowledge, development and happiness of people.
Vietnam is on that path, with the goal of becoming a developed, high-income, powerful and happy country by 2045. A big dream, but not far-fetched, because the foundation is clear: that is, faith in people, the most precious resource of a nation of more than 100 million people.
Education is the top national policy and teachers are the center of that national policy. Only when teachers are respected, students are inspired with aspirations, and society is nurtured with knowledge and compassion, can Vietnam truly enter an era of strong and happy development.
