Strengthening the BTK to implement the Political Declaration establishing a partnership for a just energy transition

According to the Decision, Comrade Do Duc Duy, Minister of Natural Resources and Environment, is the Head of the Secretariat.

This Decision takes effect from October 1, 2024; replaces Clause 1, Article 1 of Decision No. 845/QD-TTg dated July 14, 2024 of the Prime Minister establishing the Secretariat to implement the Political Declaration on establishing a partnership for equitable energy transition.

The Secretariat is a working group assisting the Prime Minister - Head of the COP26 Steering Committee in coordinating and resolving tasks related to the Political Declaration on Establishing a Partnership for a Just Energy Transition between Vietnam and Development Partners (JETP Declaration), and coordinating with the Group of International Partners in implementing the JETP Declaration.

The Secretariat is responsible for advising the Prime Minister - Head of the COP26 Steering Committee in directing, operating, and resolving tasks to implement the JETP Declaration, including:

- Develop and implement a Resource Mobilization Plan to implement JETP in accordance with the JETP Declaration for implementation over a period of at least the next 5 years; Revise and supplement the Resource Mobilization Plan (if any) based on Vietnam's policy development and investment needs related to equitable energy transition goals.

- Synthesize information, reports and proposals and recommendations related to the implementation of JETP for the Prime Minister, including requesting relevant ministries, branches, localities, agencies and organizations to provide information and coordinate the implementation of the Secretariat's tasks; organize periodic assessments of the implementation of the objectives stated in the JETP Declaration, and propose adjustments to the objectives when necessary.

- Leverage and monitor financial and technical support from the International Partnership Group, the Glasgow Financial Alliance for Net Zero (GFANZ) and other partners.

- Urge to resolve procedural issues for organizations and individuals proposing programs and projects to participate in the implementation of the Resource Mobilization Plan to implement JETP and supervise the implementation of selected programs and projects.

- Coordinate with representatives of the International Partners Group in JETP implementation activities; organize forums for exchange and discussion between ministries, sectors with the International Partners Group, GFANZ and relevant parties in the process of JETP implementation.

- Carry out communication activities and disseminate information on the implementation of the JETP Declaration.

- Periodic or ad hoc reports as requested by the Prime Minister, Head of the COP26 Steering Committee.

In addition, the Secretariat also performs other relevant tasks assigned by the Prime Minister and Head of the Steering Committee.

The Ministry of Natural Resources and Environment is the standing agency of the Secretariat, using the apparatus to assist, and is guaranteed resources, human resources, facilities and working means./.
