Ho Chi Minh City's economy grows positively

Many impressive results

Reporting on the results of the implementation of tasks in the first 10 months of the year, Mr. Tran Van Nam, Deputy Secretary of the Party Committee of Ho Chi Minh City People's Committee, said that the Party Committee and the Standing Committee of the Party Committee focused on improving leadership efficiency, ensuring the completion of political tasks and performing well the work of Party building and rectification in terms of politics, ideology, ethics, organization and cadres.

The socio- economy maintains a positive recovery and growth momentum. Compared to the same period in 2024, total retail sales of goods and consumer service revenue increased by 15%; the industrial production index is estimated to increase by 7.5%...

In addition, investment and infrastructure development have seen many changes, and the activities of working groups have been promoted, removing obstacles for many projects and unlocking social investment resources.

Mr. Tran Van Nam also pointed out some difficulties. Specifically, although the disbursement of public investment capital has improved, the rate is still low, with 52.7% of the plan assigned by the Central Government as of October 24; coordination and settlement of administrative procedures in some areas have not met requirements in some places and at some times...

At the conference, many opinions were put forward in the spirit of city building. Among them, Dr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies, acknowledged that confidence in the city's investment environment has returned. This is confirmed through major projects that private enterprises have responded to and participated in.

At the same time, another bright spot is that the city is "supported" by important legal foundations such as Resolution 188/2025/QH15, Resolution 57/2024/NQ/TW which have provided guidance for implementation; Resolution 98/2023/QH15 is being revised and supplemented, with highlights on strategic investors, free trade zones, investment policies... making the investment environment more open.

Contributing to the growth target, Mr. Nguyen Khac Hoang, Chief of Statistics of Ho Chi Minh City, said that the immediate solution is to continue promoting consumption motivation. In particular, it is necessary to focus on developing modern traditional markets and digital traditional markets.

New motivation

Concluding the conference, Mr. Nguyen Van Duoc - Party Secretary, Chairman of Ho Chi Minh City People's Committee - acknowledged that in the first 10 months of 2025, the city's economy grew positively, the investment environment was more attractive and the city had removed 670/838 backlogged projects.

Besides the above results, Mr. Nguyen Van Duoc also pointed out many limitations such as disbursement of public investment capital not meeting the set plan, a number of cadres and civil servants still have a fearful mentality, lack of decisiveness, and are not proactive in their work.

The Party Secretary and Chairman of the Ho Chi Minh City People's Committee said that the tasks for the remaining months of 2025 are extremely heavy. To achieve annual growth of 8.5% or more, the fourth quarter growth must be over 12%, which is not easy. Therefore, in addition to production, consumption, export, etc., the city must disburse 100% of public investment capital.

With the disbursement of public investment capital, promoting site clearance is an important task. "The Vice Chairman of the Ho Chi Minh City People's Committee in charge of this work must be proactive and proactive in directing to accelerate the site clearance progress" - Mr. Nguyen Van Duoc directed.

He also noted that the entire political system, leaders of departments, branches and localities must thoroughly grasp the viewpoint of the Secretary of the Ho Chi Minh City Party Committee "clear, transparent, decisive, dare to think, know how to do and dare to take responsibility" to each cadre and party member.

The Chairman of the Ho Chi Minh City People's Committee requested all sectors and levels to review the targets from now until the end of the year, and to complete higher targets; focus on planning work; continue to remove obstacles; speed up the implementation progress of the International Financial Center in Ho Chi Minh City...

Regarding the amendment and supplementation of Resolution 98, Mr. Nguyen Van Duoc said that the Government is seeking opinions from ministries and branches before submitting it to the National Assembly . This will be a lever and new driving force for Ho Chi Minh City's economy to grow.

Right solution, enough human resources

At the conference, Director of the Department of Agriculture and Environment Nguyen Toan Thang informed that the Ho Chi Minh City People's Committee had just chaired a conference to find the cause of the slow progress in compensation and site clearance.

Up to now, about 100 staff of the department have been reinforced to wards and communes with large, key projects to support compensation work. Specifically, nearly 20 people in Xuyen Tam canal, 19 people on the Ho Chi Minh City - Moc Bai expressway...

According to Mr. Nguyen Toan Thang, although the disbursement rate of public investment capital has not yet reached the target, the city has found the right solution. "Now we need to focus on doing it, because the cause has been identified, the solutions are sufficient, and the human resources are sufficient" - Mr. Thang said.
