Ho Chi Minh City's socio-economic situation in the first 5 months of the year achieved many positive results.

According to comrade Nguyen Van Duoc, in the context of mixed advantages, difficulties and challenges, the socio-economic situation of Ho Chi Minh City in the first 5 months of the year has shown positive signs. In particular, industry, trade, services and tourism still play the role of the city's main growth drivers.

On the morning of June 3, the Ho Chi Minh City People's Committee held a meeting on the socio -economic situation and results in May; tasks and solutions for June. Comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, chaired. Also attending were comrades: Duong Ngoc Hai, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Ho Chi Minh City People's Committee; Vice Chairmen of the Ho Chi Minh City People's Committee: Vo Van Hoan, Nguyen Van Dung, Tran Thi Dieu Thuy.

In his opening remarks, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc informed that, through statistics, it can be seen that in the context of the first 5 months of the year with mixed advantages, difficulties and challenges, the socio-economic situation of Ho Chi Minh City has shown positive signs. In particular, industry, trade, services and tourism still play the role of the city's main growth driver; investment attraction, although not as expected, has increased; many large domestic and foreign investors have trusted the city. That shows a change in the mindset and service attitude of the staff.

In addition, the city has focused on resolutely leading the work of reorganizing the apparatus and administrative units. Up to now, the city has been ready to reorganize the commune level, ending the district-level model in early July; and reorganize the provincial level on August 15. In addition, some new factors such as the International Financial Center in Ho Chi Minh City; Can Gio International Transit Port; Multi-purpose High-Tech Center... are also the driving force to help Ho Chi Minh City develop in the coming time.

The Chairman of the Ho Chi Minh City People's Committee also pointed out a number of challenging indicators such as GRDP growth, disbursement of public investment capital is still very low (reaching 10.2%), state budget revenue... The Chairman of the Ho Chi Minh City People's Committee asked delegates to focus on discussing, clarifying the causes, and proposing key solutions in the coming time.

Reporting at the meeting, Director of the Department of Finance Le Thi Huynh Mai emphasized that the socio-economic situation of Ho Chi Minh City in May and the first 5 months of the year continued to achieve many positive results, with growth indicators quite high compared to the previous month and the same period. Key projects, works, and connecting traffic works continued to accelerate progress.

Total retail sales of goods and consumer services revenue in May is estimated at VND 113,364 billion, up 19% over the same period. The cumulative figure for the first 5 months of the year is estimated at VND 544,447 billion, up 16.8% over the same period in 2024.

Export turnover increased by 3.4% compared to the previous month and in the first 5 months reached 20.36 billion USD, up 16.1% over the same period. The industrial production index in May increased by 5.1% compared to the previous month and increased by 9.4% compared to May 2024; the cumulative increase in 5 months was 8.2% over the same period; in which the production index of 4 key industries is estimated to increase by 8.2%.

Total state budget revenue in 5 months reached more than 245,700 billion VND, reaching 47.26% of the estimate, up 4.38% over the same period.

However, some limitations are that the disbursement of public investment capital has not met the set plan; the number of dissolved enterprises and enterprises temporarily suspending operations has increased compared to the same period... The implementation of dissolving organizations at the district level and merging at the commune and provincial levels has also more or less affected the mindset and effectiveness in performing public duties.

Specifically, as of May 28, data provided by the State Treasury of Region II showed that Ho Chi Minh City had disbursed VND8,710 billion, reaching 10.2% of the total public investment capital in 2025.

The number of newly established enterprises was 13,894 with newly registered capital of VND 79,625 billion, down 31.4% in number, down 54% in registered capital compared to the same period; additional registered capital was VND 234,131 billion, up 89.7% over the same period. In total, the total registered and additional capital in the first 5 months of 2025 was VND 313,756 billion, up 5.9% over the same period.

1,534 enterprises completed dissolution procedures, up 8.4% over the same period; 20,382 enterprises temporarily suspended operations, up 6.7% over the same period; 7,583 enterprises resumed operations, equivalent to the same period.

Director of the Department of Science and Technology of Ho Chi Minh City Lam Dinh Thang said that with many changes in innovation, Ho Chi Minh City increased by 1 rank to 110th on the global innovation ecosystem rankings in 2025 and for the first time entered the Top 5 leading innovative startup ecosystems in Southeast Asia, especially in the field of Fintech with high growth rate and currently ranked in the Top 30 globally in Blockchain - 2nd in Southeast Asia. The contribution of total factor productivity (TFP) to GRDP has always increased in recent times, in which the contribution of science and technology to TFP growth is 74%.

In May, Ho Chi Minh City completed upgrading and re-architecting infrastructure, data and digital platforms to ensure the operation of two-level local government activities; and the arrangement of provincial levels.

The city put into operation the portal for receiving and coordinating digital government, promptly receiving, coordinating, and resolving difficulties and problems of localities in the process of converting to a 2-level digital local government model; put into operation the information system to monitor indicators and tasks of implementing Resolution No. 57-NQ/TW throughout the city.

In June, the Department of Science and Technology of Ho Chi Minh City proposed to develop a number of policies for science and technology development, innovation and digital transformation. Among them, the group of policies for developing and employing highly qualified human resources; increasing investment and infrastructure; and policies for effective operation of the Center for Creative Entrepreneurship.

At the same time, advise the Ho Chi Minh City People's Committee to complete a comprehensive assessment report on the Ho Chi Minh City creative startup ecosystem, a plan to bring Ho Chi Minh City into the group of 100 cities with a dynamic global ecosystem; advise and direct the implementation to ensure funding sources for science and technology, innovation, and digital transformation at a rate of 3% of GRDP; implement a pilot training program on AI for high school students, etc.
