On January 13, 2023, Phu Yen District People's Committee organized a signing ceremony to strengthen the role and responsibility of the Chairmen of the People's Committees of 27 communes and towns with the Chairman of the District People's Committee in resource management and environmental protection.
Immediately after the conference, the Chairmen of the People's Committees of 27 communes and towns continued to sign commitments with village chiefs, sub-area chiefs, households, businesses, and agricultural processing establishments in the area. Regularly update documents from superiors assigning specific tasks to commune officials and civil servants on enhancing responsibility for state management of natural resources and the environment.
Review the list of projects requiring land use, draft documents to send to Sub-areas, households and individuals who need to register land use in the annual land use plan. Determine and send land use needs to the Department of Natural Resources and Environment for synthesis before August 15.
Announce and publicly post the 2023 Land Use Plan of Phu Yen district at the People's Committees of communes, towns, Cultural Houses of villages and sub-areas. Regularly coordinate with the Branch of the District Land Registration Office to carry out procedures related to the issuance of Land Use Right Certificates, exploit the land database to serve state management of land in the area.
Step up the work of clearing traffic safety corridors, encroaching on public land, transferring and illegally granting land on each road section, lot and plot of land according to the proposed plan, implementing each section and each copy, continuing to make records and sign commitments to request households encroaching on traffic safety corridors to voluntarily remove awnings, roofs, encroaching on the corridor by selling goods, discharging wastewater and tying livestock haphazardly along the road.
Regularly inspect, remind, work with, and sign commitments with construction households regarding the placement and collection of construction materials, and commitments to ensure safety in traffic corridors and environmental protection. As a result, during the year, 41 cases of violations of land and construction order were detected and punished, with a total fine of more than 133 million VND.
Focusing on the collection and treatment of rural solid waste, communes and towns regularly organize propaganda on environmental protection, mobilize people to clean village roads, alleys, clean around houses, and beautify the environmental landscape.
Every week, cadres, civil servants and workers regularly go to the grassroots according to the Volunteer Saturday plan of the Standing Committee of the Commune Party Committee to join the people in cleaning, sanitizing the environment, repairing inter-village roads and alleys. Strengthening guidance for people to implement regulations on waste collection and treatment. Up to now, the rate of collected rural solid waste has reached 88%; in urban areas, it has reached 94%.

Received and resolved petitions, recommendations, and feedback from people, mainly in the field of land...
However, besides that, administrative violations in the land sector still occur, especially acts of encroachment, occupation, and arbitrary change of land use purpose in some places have not been completely handled; remedial measures to force the restoration of the original state of the land have not been strictly implemented according to regulations;
Sanctions for violations lack deterrence, leading to many violations remaining. Mineral management and protection in some communes is ineffective; there is a lack of initiative in reviewing, understanding the situation, and handling violations....
Enhance the responsibility of the leader
At the conference, the Chairmen of the People's Committees of communes and towns briefly reported on the implementation of natural resources and environmental management in their areas. They contributed opinions, focused on the remaining limitations, pointed out the causes, proposed solutions; discussed and clarified some key contents to successfully complete the tasks and socio-economic development targets assigned by the district in the field of natural resources and environment in 2024.
Speaking at the Conference, Chairman of Phu Yen District People's Committee Dang Quang Hung acknowledged and commended the achievements of the Department of Natural Resources and Environment and communes and towns in 2023. Over the past year, the Department of Natural Resources and Environment has made great efforts to complete assigned tasks, proactively overcome shortcomings and limitations arising in practice, and promote natural resources for sustainable socio-economic development.
In the coming time, the Chairman of the District People's Committee has assigned the Department of Natural Resources and Environment to continue to focus on advising and effectively implementing state management of natural resources and environmental protection. Proactively control, prevent and control projects with high risks of causing environmental pollution to contribute to sustainable economic growth. Improve the effectiveness of inspection, examination and supervision, promptly handle violations of natural resource management and environmental protection in accordance with regulations.
The People's Committees of communes and towns continue to enhance their roles and responsibilities in performing the tasks of resource management and environmental protection in the area. Strengthen the management of agricultural land used for public purposes and state management of land. Strengthen inspections at households showing signs of violating the law on land management and use to promptly rectify and clarify the responsibilities of collectives and individuals, and prevent violations. Regularly organize inspections and resolutely handle cases of illegal mineral exploitation.
Promote the dissemination of legal regulations on natural resources and environment among officials and people. Raise people's awareness and perception in the management of land, minerals, water resources, and environmental protection. Focus on and proactively control sources of environmental and water pollution, promptly prevent, repel, and strictly handle violations, and prevent hot spots and pollution of the environment and water resources.
Continue to enhance the responsibility of leaders at all levels in maintaining the rate of collection, classification, and treatment of domestic solid waste, completing the targets of the District Party Congress Resolution on collection, treatment of solid waste, and building new rural areas throughout the district.
