Mr. Nguyen Ngoc Dam was born in 1923 in Bac Giang , former Deputy Secretary of the Regional Party Committee, Chairman of the Administrative Committee of Hong Quang Region (now Quang Ninh Province). Currently, his health and memory have declined significantly due to age, but the memories of the glorious historical days of the Mining Region that year seem to remain intact.
In his youth, Nguyen Ngoc Dam followed his brother, a worker at the Quang Yen Zinc Factory, to study and work as a liaison for his brother and his comrades. Those years trained Nguyen Ngoc Dam to become a key cadre of the Heroic Mining Region. During his revolutionary years, Nguyen Ngoc Dam had the alias Le Van, and later many comrades and teammates affectionately called him Uncle Nam. Currently, he is 102 years old and lives with his children and grandchildren in Hong Ha ward, Ha Long city, Quang Ninh province.

Mr. Dam recalled that after years of returning to his hometown of Bac Giang to work, in early 1946, he returned to the Mining Region to participate in the revolution. On April 25, 1955, the Mining Region was liberated, a brilliant milestone in the struggle for national independence. Mr. Dam was honored and proud to be the one who directly participated in the event of taking over the Mining Region. At that time, he was the Acting Secretary and Chairman of the Administrative Resistance Committee of the Hong Gai Special Zone, and was assigned as Deputy Head of the Military Management Board to take over the Hong Gai Town.
According to the Geneva Agreement, the French colonialists had to withdraw from the mine within 300 days at the latest. At that time, our Party's policy was to crush the plot to force our people to migrate to the South and the mine owners to dismantle the machinery and take it away. In March 1955, the mine owner moved 8 engines from the Hon Gai Power Plant to Cam Pha to move to the South; we organized workers at the Cam Pha Mechanical Factory to force the mine owners to stop dismantling the machinery, preventing the mine owner from moving 12 engine boxes and 1 crane onto the ship.

Following that, in April 1955, Mr. Dam and the Military Management Board were stationed in Dong Trieu. He returned from Dong Trieu to Hon Gai Stadium in a very old car from the Russian Tsarist era. On the morning of April 25, the Liberation of the Mining Region, the army and people of Hon Gai Town held a solemn rally, introduced the Military and Political Committee and read a letter from President Ho Chi Minh to the army and people of Hong Quang. The entire Mining Region was bright with flags and flowers, bursting with happiness to welcome our troops coming to take over, ending more than 70 years of French colonial rule. Since then, the mines, factories, enterprises, fields, hills, rivers and seas have been under the control of our people to enter a new period, a period of both fighting for national unification and building socialism.
Mr. Nguyen Ngoc Dam shared that after taking over the Mining Area, many construction sites and machinery here needed to be restored before they could operate again. For example, in Ha Tu, in the days after the takeover, only Bang Danh A Construction Site was still operating with over 400 manual workers. At that time, Mr. Dam was Deputy Secretary of the Regional Party Committee, Chairman of the Hong Quang Administrative Committee, and focused on leading the restoration of coal production and mechanical factories to repair machinery, transport vehicles, excavators, graders, and carts for coal mining. Thanks to that, coal production was gradually restored, especially in the Cam Pha area. Cadres and workers overcame all difficulties and restored the mine floor. Workers at the construction sites enthusiastically joined forces with the heroic spirit of owners, going into production of the first tons of coal, contributing to the construction of socialism in the North.

Although he was at an "old age", Mr. Nguyen Ngoc Dam could not forget the atmosphere of the days after the takeover, especially the enthusiastic working spirit and overcoming difficulties of the mine workers. From each person's eyes, there was absolute trust in the revolution led by the Party and Uncle Ho. With a very high sense of revolutionary self-awareness, they were a solid and trustworthy support for the government and that was also a manifestation of the tradition of "Discipline and Unity" of the people of the Mining Region. Responding to the movement of workers self-managing production, the spirit of mastery among workers was increasingly demonstrated. The democratic management regime initially linked the responsibility with the interests of workers, creating a new working atmosphere. Monthly and annual production plans were all completed beyond the set targets.
After 1 year of taking over, production restoration is still the top priority of the mines. The mining area has restored and repaired the Hong Gai - Ha Tu railway line and put it into use. The Hong Gai Coal State Enterprise (the predecessor of today's TKV) has sent volunteer forces to cut mountains to build railways. Thanks to these railways, coal transportation is more convenient. Production management and economic management are becoming more and more organized. The ownership of mine workers is promoted, productivity and labor efficiency are increased. The lives of mine workers are increasingly improved.

Although not born in Quang Ninh, Mr. Nguyen Ngoc Dam was honored and proud to be the one who directly participated in the event of taking over the Mining Region, then together with the collective contributed to building a "Disciplined and Unified" Quang Ninh. Throughout that long history, the miners' tradition was not only promoted in production, but also in the fight to liberate the South, unify the country and even in the years of peace and deep international integration like today. The heroic and proud epic of the Mining Region that generations of people like Mr. Nguyen Ngoc Dam wrote and retold, has been and is being continued by the next generation.
