Engineer Luu Hoang Phuong: The one who lights the fire of innovation

Affectionately called by his colleagues as "the one who ignites the fire of creativity" in the innovation movement at FECON, engineer Luu Hoang Phuong - Head of Construction Engineering Group of FECON Joint Stock Company was honored to be awarded the title "Outstanding Citizen of the Capital" in 2025.

Imprint with a series of valuable technical initiatives

With more than 11 years of experience in large-scale infrastructure projects across the country, engineer Luu Hoang Phuong has not only contributed to ensuring the progress and quality of key national infrastructure projects, but also left a deep impression with a series of technical initiatives, helping to optimize construction, save costs, and bring tens of billions of dong in profits to businesses.

As the Construction Engineering Team Leader, he is not only the site manager but also directly participates in research, proposes solutions and pioneers in applying new technology. "In infrastructure construction, every meter of tunnel and every section of sewer is a challenge. But it is from those challenges that we find opportunities to innovate and create, in order to bring greater value to the project and to the business," said Mr. Luu Hoang Phuong.

During his time working at FECON, engineer Luu Hoang Phuong has made his mark on many key national infrastructure projects, especially in the field of urban underground construction - one of FECON's strategic spearheads. He is one of the pioneering engineers in Vietnam to directly operate the TBM tunneling robot at two urban railway projects: Ho Chi Minh City Metro Line 1 Ben Thanh - Suoi Tien and Metro Line 3 Nhon - Hanoi Railway Station. Here, he and his FECON colleagues have contributed to affirming their construction capacity and mastering modern technology in the field of underground infrastructure - a field considered to be the most complex today.

In particular, at the Nhon - Hanoi Railway Station Metro Line project, engineer Luu Hoang Phuong is a member of the team implementing the initiative "TBM sliding method through underground stations using a trolley system and a clamp system", a solution that has just been awarded First Prize in the Hanoi City Technical Innovation Contest 2025. This initiative has successfully solved an unprecedentedly complex technical problem in Vietnam, helping the TBM tunneling robot, a giant piece of equipment weighing hundreds of tons, pass through the underground station area safely, accurately and ensuring project progress. Mr. Phuong's solution of sliding the TBM through Stations S10 and S11 at the Metro Line 3 project has helped to utilize the old sliding system, shorten the progress and save nearly 50 billion VND, clearly demonstrating creativity and high practical efficiency. That success not only demonstrates the creativity and bravery of FECON's engineering team but also affirms the position of Vietnamese workers in mastering the world's advanced technology.

With creativity, perseverance and a desire to master technology, Mr. Phuong and his colleagues at FECON have contributed to raising the name of Vietnamese engineers to master modern tunneling technology, on par with developed countries.

Not only is he good at his profession, engineer Luu Hoang Phuong is also trusted with the task of exchanging techniques with foreign partners, contributing to updating advanced technology, improving construction efficiency and applying modern solutions to FECON projects. In particular, he is the author and co-author of 12 technical initiatives, many of which have brought economic efficiency up to tens of billions of VND.

He has published two articles in the international scientific journal Springer, and one article in the Bulletin of the Vietnam Society of Soil Mechanics and Engineering Geology, both revolving around TBM technology - a relatively new field in Vietnam. These works not only affirm his professional capacity but also show his vision beyond the enterprise, making practical contributions to the treasure trove of knowledge in the country's construction industry.

Worthy contribution to the development of FECON

Engineer Luu Hoang Phuong shared that one of the motivations that helped him and his colleagues actively come up with innovative initiatives was the attention and encouragement from the Union, the Technical & Research & Development Department and the Company's Board of Directors. Through the "Innovative Initiative" movement, all ideas from staff and workers received practical support to realize. In particular, initiatives, big or small, were promptly rewarded, creating great motivation for creativity and contributing to the overall development of the Company.

According to Ms. Phung Nguyet Ha, Chairwoman of the FECON Joint Stock Company Union, engineer Luu Hoang Phuong is a shining example, inspiring and creating a positive competitive atmosphere throughout the company. His love for the profession, patience and desire for innovation have ignited the spirit of creativity in every officer, engineer and worker.

In his relationship with his colleagues, engineer Luu Hoang Phuong is not only a talented team leader but also a dedicated teacher, always willing to share his knowledge and experience with the young generation of engineers entering the profession, especially in the challenging and risky field of underground construction. He also actively participates in social activities, such as blood donation and volunteer programs.

The solutions he proposed have helped save huge costs and raise the company's brand in the underground construction industry - a strict and technically demanding market. Not only are these rewards for individuals, but they are also proof of the widespread and sustainable value that the spirit of innovation can bring to both businesses and society.

Engineer Luu Hoang Phuong has been awarded a Certificate of Innovation Recognition by FECON Joint Stock Company for many consecutive years; in 2022, he was awarded a Certificate of "Initiative and Creativity" by the Nam Tu Liem District Labor Federation; in 2023, he was certified by the Vietnam General Confederation of Labor for his outstanding achievements in the program "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic"; in 2024, he was awarded a Capital Initiative Certificate by the Chairman of the Hanoi People's Committee, a Certificate of "Initiative and Creativity" by the Hanoi City Labor Federation among workers and civil servants in the Capital; and in 2025, he was awarded the title "Outstanding Capital Citizen" by the Hanoi City People's Committee.
