By 2025, Lam Dong aims for 100% of cities, districts, industrial parks, key public areas, tourism development areas, stations, and airports to have 5G mobile services.
Overcoming difficulties to develop telecommunications infrastructure
According to the representative of the Department of Information and Communications of Lam Dong province, Lam Dong province has a large natural area, sparse population, not concentrated, mountainous terrain; the investment profit rate is not high, so telecommunications enterprises face many difficulties in investing in telecommunications infrastructure.
In line with Resolution No. 12 of the Provincial Party Committee in 2022 on digital transformation of Lam Dong province by 2025, with a vision to 2030, from the beginning of 2024, the entire Lam Dong information and communications sector has accelerated the completion of digital infrastructure with 100% of residential areas in the province covered by mobile broadband (3G/4G/5G); fixed broadband (FTTH fiber optic cable) covering 100% of commune-level centers.
Currently, the province has 1,740 mobile base transceiver stations (BTS), of which 117 have been deployed with 5G. People in the province have registered 1,809,382 mobile phone subscribers, of which 1,553,231 subscribers use smartphones; 600,040/642,668 subscriber information has been standardized according to citizen identification cards, reaching a rate of 98.82%.
Total revenue of the telecommunications sector in 2024 is estimated at 2,550 billion VND; budget contribution is estimated at 103 billion VND.
However, according to the representative of Lam Dong Department of Information and Communications, to cover 100% of telecommunications infrastructure to the entire province requires large resources, plus facing the above difficulties, in the past time, the Department of Information and Communications has tried to mobilize businesses to balance resources to be able to cover sparsely populated areas such as on mountain passes, some key locations, important tourist areas and will continue to do so in the coming time, to increase the coverage rate widely.
Lam Dong Information and Communications Industry aims to have a fixed broadband network that meets the National Technical Regulation (QCVN) on service quality by 2025 with the goal of universalizing it to all villages and residential groups; ensuring that 100% of households have access to fiber optic cable when needed; with 90% of users being able to access fixed Internet, with an average speed of 200 Mb/s; 90% of socio-economic organizations such as enterprises, production and business establishments, schools, hospitals, and offices in urban areas being able to access the Internet with an average speed of 1 Gb/s.
The mobile broadband network meets the National Technical Regulation (QCVN) on service quality, targeting a minimum average download speed of 40 Mb/s for 4G networks and 100 Mb/s for 5G networks. 100% of cities, districts, industrial zones, key public areas, key tourism development areas, stations, and airports have 5G mobile services.
Ensuring information security is a key factor in digital transformation
Entering the digital transformation phase, ensuring information security is a key factor, data has become one of the most valuable assets of agencies, units and businesses.
In the context of the constant risks of information security, Lam Dong's information and communications sector officials have focused on maintaining the regular and continuous 24/7 operation of the provincial centralized Cyber Security and Safety Monitoring Center (SOC) and the national cyber security incident handling coordination platform, to monitor, prevent threats and ensure the safety of the province's information system.
In 2024, timely detected and prevented incidents from more than 3 million information security warnings from information systems in the province.
The provincial computer and network incident response team has gradually matured and operated effectively, making important contributions to improving the information security index, affirming the province's position in ensuring network information security.
Provide warnings, promptly coordinate handling and troubleshooting of incidents, weaknesses, security holes, and information leaks, helping units prevent and promptly handle information security issues.
Support the inspection, review and removal of malware in the internal network of agencies and units in the province, thereby improving the safety and security of information systems in state agencies.
The provincial network and computer incident response team actively participates in international and domestic information security drills, achieving many high results, such as: Participating in the APCERT International Drill in 2024, ranked 9th/98 teams; ACID Singapore International Drill 2024, ranked 27th/104 teams.
