Lam Dong dialogues and provides legal support to help businesses feel secure in investing

Comrade Nguyen Minh, Vice Chairman of Lam Dong Provincial People's Committee attended and directed the conference. Also attending were Comrade Pham Thi Minh Hieu, Deputy Director of the Department of Justice; leaders of departments, branches, sectors, central wards of Da Lat; representatives of Associations, Business Associations and more than 100 enterprises in the province.

Speaking at the conference, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh affirmed that enterprises are the core force of the local economy , playing the role of the subject of creating and leading growth, and at the same time are the key resource in creating added value, stabilizing employment and ensuring progress and social justice.

In the context of a volatile business environment, businesses still face many legal barriers, especially in areas such as land, tax, finance, investment, environment and administrative procedures. Therefore, providing legal support for businesses is considered not only a task but also a responsibility of the government, to help businesses feel secure in investing, comply with the law, and prevent risks, especially when Lam Dong province is resolutely implementing Resolution 68 on private economic development.

Comrade Pham Thi Minh Hieu, Deputy Director of the Department of Justice of Lam Dong province, introduced some new points of the amended Enterprise Law 2025.

Lam Dong province is shifting strongly from the mindset of “creating conditions” to “guidance and support”, while continuing to promote administrative reform, reduce business conditions and improve the quality of online public services. The Department of Justice is assigned to preside over and advise on the Inter-sectoral Legal Support Program for the period 2026 - 2030, playing a focal role in consulting, training and disseminating new legal regulations to the business community.

Vice Chairman of the Provincial People's Committee Nguyen Minh frankly pointed out a number of limitations in business support work such as the coordination between management agencies and businesses is not really tight, procedures are slow, and legal guidance is inconsistent.

He requested departments, branches and localities to focus on thoroughly resolving issues, providing specific and transparent answers, not avoiding them and ensuring feasibility; at the same time, he hoped that associations and businesses would frankly reflect on difficulties and propose initiatives to contribute to perfecting policies and improving the province's investment environment.

At the conference, representatives of departments and branches disseminated many important legal contents, in which Ms. Pham Thi Minh Hieu, Deputy Director of Lam Dong Department of Justice, introduced some new points of the amended Enterprise Law 2025.

Representatives of the Provincial Tax Department presented new regulations on the implementation of financial obligations related to land, along with policies on exemption and reduction of land use and rental fees, value added tax and corporate income tax.

In addition, the Provincial Social Insurance provides guidance on regulations on social insurance, health insurance, and unemployment insurance for businesses, thereby helping businesses understand, comply with the law, and improve the efficiency of production and business activities.

Also within the framework of the conference, representatives of departments, branches and sectors directly dialogued and specifically answered difficulties and problems of enterprises, focusing on key areas such as land, tax, social insurance, contributing to removing legal barriers, creating favorable conditions for enterprises to stabilize and expand production and business activities.
