
Many fields contribute large revenue
In 2025, the total state budget revenue assigned to Lam Dong by the Provincial People's Council is 28,250 billion VND. By the end of September 2025, the whole province has achieved 23,592 billion VND, reaching 84% of the estimate.
The high budget revenue is thanks to the positive contributions from many sectors, notably hydropower. In the first 9 months of the year, hydropower plants contributed over 1,530 billion VND to the provincial budget, an increase of 270 billion VND compared to the same period last year. Of which, 1,018 billion VND came from the state-owned enterprises sector alone, the rest came from non-state-owned enterprises.
In addition, the mineral sector also recorded impressive results, with a total budget contribution of nearly VND 2,100 billion. Of which, natural resource tax was VND 1,139 billion, the remaining revenue was from corporate income.
The high revenue from minerals is due to the contribution of Lam Dong Aluminum Company Limited, which paid 905 billion VND; Dak Nong Aluminum Company contributed 802 billion VND.

According to the Department of Finance, in order to achieve good revenue, in the past 9 months, the whole industry has focused on building and implementing drastic revenue plans and solutions.
Because in 2025, Lam Dong will face many difficulties and challenges. First of all, the operation of the two-level local government requires a large amount of work, affecting the budget collection process. Not to mention, the province also faces a revenue shortfall due to the implementation of business support policies such as: reducing VAT, environmental protection tax, land rent, etc. In 2025, the implementation of support policies has caused Lam Dong's budget revenue to fall by about more than 1,500 billion VND.
Faced with that situation, the Department of Finance coordinated with the Provincial Tax Department to strengthen management and prevent revenue loss, especially in the field of land revenue.
Mr. Tran Phuong, Deputy Director of the Lam Dong Provincial Tax Department, said: “In the total state budget revenue in 2025, the revenue managed by the tax authority alone is nearly 16,000 billion VND. Since the beginning of the year, the whole industry has stepped up the review and determination of the full tax obligations of each unit, while also strengthening the urge to pay taxes on time.”
In addition to tax collection, tax units also strengthen tax inspections and audits to detect and prevent tax fraud. During the inspection and audit process, tax authorities combine with checking the use of invoices at many businesses.
The tax sector has strengthened measures to prevent revenue loss and collect tax arrears in high-risk areas with high revenue loss, thereby improving tax collection.

Efforts to finish early
Although the current collection results are quite positive, the Lam Dong tax sector still has to complete the dual target: achieving the plan assigned by the province (28,250 billion VND) and striving to complete the task assigned by the Central Government (over 32,000 billion VND). Given the economic situation of the province facing many "bottlenecks", the tax sector must take decisive action to complete the target.
According to Director of the Department of Finance Phan Thế Hanh, the current revenue is at a positive level. “To reach the estimate assigned by the Provincial People's Council, on average each month, the locality must collect an additional 1,550 billion VND. With the current progress, Lam Dong is completely capable of reaching the finish line early; for the target assigned by the Central Government, the financial sector will strive to achieve the highest results,” Mr. Hanh affirmed.
Mr. Hanh added that in addition to exploiting revenue sources well, it is expected that from now until the end of the year, Lam Dong will have a lot of room to increase the local budget. Notably, Tran Hong Quan Aluminum Smelter plans to import equipment and machinery systems worth 4,000 billion VND, contributing significantly to the local budget revenue.
In addition, at the end of the year, hydropower plants increased capacity to meet the demand for commercial electricity, continuing to supplement revenue for the province.

According to Tran Phuong, Deputy Director of the Lam Dong Provincial Tax Department, the tax sector is still facing some difficulties. Tax determination for cases of business households outside the province purchasing goods and services for production and business activities is still inadequate. The work of recovering land use tax debts for taxpayers who are enterprises, individuals and business households is facing difficulties.
Faced with that reality, Lam Dong tax sector continues to promote propaganda, support people and businesses, and promptly implement tax exemption and reduction policies.

The entire industry has been implementing management processes well and promoting administrative reform related to the budget sector. Through these methods, the entire industry will remove difficulties and create the most favorable conditions for taxpayers to operate effectively.
To do this, in addition to the efforts of the industry, relevant agencies and units must closely coordinate with tax and customs authorities to strengthen revenue management. Because for large revenues and newly arising revenues, the coordination of many industries and units is needed.
According to the plan, in 2025, Lam Dong's total state budget revenue will be 28,250 billion VND. Of which, tax and fee revenue will be 16,000 billion VND; land revenue will be 4,989 billion VND; lottery revenue will be 4,492 billion VND; financial revenue will be 860 billion VND; import-export tax revenue will be 1,639 billion VND.
