Clarify technical planning content to avoid overlap

On the morning of November 7, the National Assembly discussed in groups three important legal contents: the Draft Law on Planning (amended); the Draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning and the adjustment of the National Master Plan for the 2021-2030 period.

Removing bottlenecks requires explaining technical content.

Commenting on the Draft Law on Planning (amended), delegate Nguyen Ngoc Son, National Assembly Delegation of Hai Phong City, stated that the provision in Clause 3, Article 6 (assigning the focal agency to submit to the Prime Minister for decision) is very broad, which can lead to delays and reduce the initiative of ministries and branches. Therefore, the delegate proposed to add the principle of simultaneous, synchronous, mandatory adjustment and should narrow the scope of Clause 3, Article 6, only submitting to the Prime Minister when the ministries do not agree.

Regarding the order of planning approval (Article 36), the current situation of lower-level planning running ahead has caused confusion. Delegates warned that the exception provisions in Clause 7 of Article 36 have a fairly wide scope, including the direction of the Prime Minister and the Government, which can easily lead to the legalization of pre-approval and post-adjustment, reducing order. Therefore, delegate Nguyen Ngoc Son proposed to assess the impact and make the records public for social supervision.

Delegate Nguyen Van Huy, National Assembly Delegation of Hung Yen province, said that the Government's proposal explaining the addition of the concept of "detailed sector planning" (Clause 9, Article 3) to replace the content of planning with specialized technical nature could cause many different interpretations. Meanwhile, one of the core objectives when building the 2017 Planning Law is to eliminate detailed sector planning to remove bottlenecks.

It is a fact that previous specialized technical plans have made it difficult for localities to attract investment. Bringing back this concept without careful consideration will lead to overlap or revive the local sector planning mechanism that has been eliminated.

Delegate Nguyen Chu Hoi, National Assembly Delegation of Hai Phong City, said that planning must be linked to resources and feasibility in a certain period (for example, 10 years). It is impossible to plan 100 potential ports at the same time, or plan the entire 1 million square kilometers of sea in 6-10 years when resources are not enough. This makes investment unfocused.

Supplementing orientation for development of key industries

Commenting on the adjustment of the National Master Plan for the 2021-2030 period, many delegates agreed with the necessity, scope and direction of adjusting the National Master Plan, as detailed in the draft Resolution submitted to the National Assembly for consideration and decision. Delegates suggested that it is necessary to clearly identify implementation resources, clear mechanisms and appropriate decentralization; and supplement the development orientation of a number of key service sectors in the Red River Delta.

Delegate Tran Thi Hong Thanh, National Assembly Delegation of Ninh Binh province proposed to add to the draft Resolution the development orientation of a number of key service sectors, such as: "Promoting tourism development and cultural industry based on unique cultural, historical, natural and ecological values"; research and supplement the orientation on coastal urban development combined with the development of coastal economic zones; Edit and supplement the orientation for developing the network of cultural facilities towards rapid, sustainable and effective development of cultural industries, entertainment industry, heritage economy; Add the orientation for investment in building key railway lines and railways connecting within and between provinces in a number of localities, speed up the construction of urban railways...

It is known that the draft Synthesis Report has identified the goal of focusing on forming 6 national tourism development driving areas by 2030. In particular, Ninh Binh province is identified as being in the tourism development driving area of ​​Hanoi - Hai Phong - Quang Ninh - Ninh Binh to promote tourism development in the Red River Delta and the entire Northern region, linking diversely and complementing each other in terms of cultural and historical tourism products with sea tourism and world heritage.
