Ms. Nguyen Thi Hien (32 years old, HCMC) shared that after 8 years working as a preschool teacher, her low salary was not enough to cover living expenses in the city, so her family advised her to quit her job and go work abroad to have a higher income.
"At the end of March, I will submit a resignation letter to apply for work abroad. So, can I authorize someone else to receive the one-time social insurance payment and what are the procedures for receiving social insurance?", Ms. Hien wondered.
Regarding this content, Ho Chi Minh City Social Insurance clearly stated that Clause 6, Article 18 of the 2014 Social Insurance Law stipulates that employees have the right to authorize others to receive pensions and social insurance benefits.

Currently, the Social Insurance agency handles the enjoyment of social insurance benefits with authorization procedures through a power of attorney (Form No. 13-HSB issued with Decision No. 166/2019 of Vietnam Social Insurance) or according to the provisions of civil law on authorization.
Specifically, the attached documents include: closed social insurance book; application for one-time social insurance benefit; authorization letter according to form 13-HSB or notarized/certified authorization contract.
Thus, in case a person working abroad can authorize another person to receive one-time social insurance payment.
The authorized person coming to the Social Insurance agency to submit the application must bring identification documents, notarized copies of the ID card/CCCD of the authorized person, to submit the application for social insurance benefits or receive the settlement results.
According to current regulations, the settlement of one-time social insurance benefit applications will not depend on the place of residence, meaning that employees can submit their applications at any district or county social insurance office nationwide.
Workers residing in Ho Chi Minh City who need to receive one-time social insurance benefits can apply in the following three ways:
First, employees make an online appointment with the Social Insurance agency before submitting their one-time Social Insurance application.
Second, employees submit their application directly at any Social Insurance agency in Thu Duc City, districts and post offices in the city.
Third way, workers submit their application online.
