The investment policy for the Lao Cai - Hanoi - Hai Phong railway construction investment project was approved by the National Assembly in Resolution No. 187/2025/QH15 dated February 19, 2025. The starting point is at the cross-border rail connection point (Lao Cai province), the end point is at Lach Huyen station (Hai Phong city); the main line length is about 390.9 km; passing through 9 provinces and centrally run cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh , Hung Yen, Hai Duong and Hai Phong.
New investment project for the entire single-track route, 1,435 mm gauge; general passenger and cargo transportation; design speed 160 km/h for the main route. Land acquisition scope: land acquisition according to planning scale (double-track for the main route).
The section passing through Hai Duong province is about 40.96km long, passing through 5 districts and 19 communes (Cam Giang about 3.05km; Binh Giang about 8.6km; Gia Loc about 10.5km; Tu Ky about 10.95km; Thanh Ha about 7.86km). The total land acquisition area is about 188 hectares, the total number of affected households is about 3,296 households, of which 2,798 households have agricultural land, 498 households have residential land; the number of resettled households is 407 households; the total cost of land acquisition is about 3,893 billion VND. Hai Duong province has 3 stations: Binh Giang station (in Hung Thang commune, Binh Giang district, area about 10.5ha); Hai Duong Nam station (in Gia Loc town, Gia Loc district, area about 11.5ha); Tu Ky station (in Chi Minh commune, Tu Ky district, area about 5.3ha).
According to Official Dispatch No. 54/CD-TTg dated April 30, 2025 of the Prime Minister and Notice No. 213/TB-VPCVP dated May 4, 2025 of the Government Office, Plan No. 2281/KH-UBND dated May 8, 2025 of the Provincial People's Committee, site clearance will be completed in November 2025, meeting the project commencement plan on December 19, 2025.
The construction of a new, modern and synchronous railway line aims to meet the domestic and international transport needs between Vietnam and China; create an important driving force for rapid and sustainable socio-economic development, promote advantages on the Lao Cai - Hanoi - Hai Phong economic corridor, ensure effective connection of domestic and international railway networks, associated with ensuring national defense, security and international integration, environmental protection, and response to climate change; promote the process of industrialization and modernization of the country; contribute to realizing the goals and tasks according to the Documents of the 13th National Congress of Delegates and the Resolutions of the Party.
