
In 2023, with the theme "Solidarity, Discipline - Proactiveness, Flexibility - Courageous Responsibility - Effective Creativity", the provincial Department of Home Affairs has performed well in all aspects of work. The apparatus of agencies, organizations and units has been consolidated and reorganized in accordance with legal regulations, increasingly streamlined, operating effectively and efficiently, overcoming overlaps and duplications in functions and tasks.
The work of consolidating and building governments at all levels, especially grassroots governments, and implementing grassroots democracy regulations has had many positive changes. State management of beliefs and religions has always received attention; religious activities in the area are relatively stable, complying with the law; promptly preventing activities that take advantage of religion for illegal propaganda and mobilization. Administrative reform has had positive changes, the province's administrative reform index in 2022 ranked 22nd out of 63 provinces and centrally-run cities, up 2 places compared to 2021, the 7th consecutive year holding a high position compared to the northern mountainous provinces. Emulation and commendation work continues to be focused on, innovated, improving the quality and effectiveness of emulation movements and commendation work.
In 2024, the Home Affairs sector has proposed an action policy: "Discipline, responsibility, timely example, professional expertise, effective creativity" to create positive, stronger and more effective changes in the state management fields of the sector. In particular, focusing on implementing well 12 key tasks, such as: Continuing to innovate and streamline the organization of the political system to be streamlined, effective and efficient; building a clean and strong grassroots government; promoting administrative reform; strengthening state management of beliefs and religions...
The conference discussed a number of contents: Administrative reform, improving the quality of civil servants, especially commune-level civil servants; ethnic and religious affairs; building a database of civil servants and public employees; solutions to arrange public service units in the province; implementing job placement work...
Standing Vice Chairman of the Provincial People's Committee Pham Duc Toan highly appreciated the achievements of the home affairs sector in 2023. Especially the work of advising and perfecting the work of cadres; timely, transparent and public evaluation of cadres; doing a good job of state management in the field of beliefs and religions in the area. In 2024, the Standing Vice Chairman of the Provincial People's Committee requested the home affairs sector to promote the achieved results, overcome difficulties, continue to do a good job of organizing cadres; streamline the apparatus to be compact, effective and efficient; strengthen training and fostering to improve the qualifications of cadres and civil servants, especially the team of cadres at the commune level; and effectively digitize cadre and civil servant records.
On this occasion, the President awarded the Third Class Labor Medal to 2 collectives and 2 individuals; the Prime Minister awarded Certificates of Merit to 1 collective and 4 individuals with outstanding achievements in work from 2018 - 2022; the Provincial People's Committee awarded Certificates of Merit to 1 collective and 10 individuals.
