Of these, 22,284 are primary school teachers; 18,088 are secondary school teachers, and 8,229 are high school teachers. In terms of expertise, 4,721 teachers participating in the survey are teaching English; 45,557 teachers teach other subjects such as: Math, Literature, Biology, History, Geography, Chemistry, Physics, etc.
Data from the reliable group shows that 41% of teachers have English proficiency at level B1, 31% below this level. The proportion of teachers with proficiency at level B2 (level 4/6) or higher is 28%.

By level of education, the qualifications of primary and secondary school teachers are similar. About 30-33% of teachers have qualifications below B1, 38-43% have B1, and 27-29% have B2 or higher.
There is a difference at the high school level. No teachers have reached the C2 level (the highest level). 45% of teachers have reached the B2 and C1 levels, higher than at the primary and secondary levels. The percentage of teachers below the B1 level is 30%.
The Department's survey results also showed a gap between English teachers and teachers of other subjects. While 8% of participating English teachers achieved C2 level, none of the other teachers achieved this score. At C1 level, the ratio between the two groups was 45% and 2%, respectively.

Ho Chi Minh City Department of Education and Training divided the survey results into 3 groups: reliable, not reliable enough and no reliable information.
Specifically, the case of using the phrase "reliable" is English teachers; teachers of other subjects and the results of the 2-skill session on the system are equal to or only 1 level different from the achieved certificate; Or teachers of other subjects, do not have a foreign language certificate and the results of the 2-skill session on the system are below level B1 (A1, A2).
The "not reliable enough" case is the teacher of other subjects and the results of the 2 skill sessions on the system are 2 levels different from the achieved certificate, the test completion time is short.
The case of "no reliable information" is for teachers whose subjects and certificates cannot be determined but the results are from B2 or higher.
The English proficiency test for public school teachers was organized by the Department at the end of April. All teachers took a 90-minute online test, covering listening, reading and writing skills according to the Common European Framework of Reference (CEFR), from A1 to C2. The test was designed by the University of Cambridge English Language Assessment.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, affirmed that this is not an exam to evaluate or classify the capacity or expertise of each teacher. The survey results will absolutely not be used for any other purposes such as competition assessment, salary consideration, discipline or other personal purposes. The results of each individual will be kept confidential.
This data is used to generalize the overall picture of the English proficiency of the team. From there, the Department of Education and Training of Ho Chi Minh City calculates, builds plans and roadmaps to foster and improve their foreign language proficiency, meeting the requirements of innovation.
This is also the foundation for the education sector to build the Project "Gradually making English the second language in schools".
A representative of the Ho Chi Minh City Department of Education and Training added that before developing a plan to survey teachers' English proficiency, the Department had sought their opinions on making English a second language in schools. Organizing the survey is the next step for the Department of Education and Training to calculate data based on scientific analysis.
