On October 15, Ho Chi Minh City Women's Newspaper organized a scientific workshop "Encouraging births with practical and humane policies".

Mr. Pham Chanh Trung - Head of the Department of Population and Family Planning of Ho Chi Minh City - said that in the past 15 years, from 2006 to 2021, Vietnam maintained a stable birth rate of 2.1 children.

However, by 2022-2023, for the first time, Vietnam will face a replacement fertility rate of only 2.0 and by 2023 it will be only 1.96 children. This is the lowest fertility rate ever, and will continue to decrease.

Currently, Ho Chi Minh City is among the provinces and cities with low birth rates, with a total birth rate of only 1.32. The low birth rate region is in the Southeast (except Binh Phuoc, which still has a high birth rate) and the Southwest (except Tra Vinh ).

In 2023, the city's latest recorded average age at first marriage was 30.4 and continued to maintain an increasing trend.

Mr. Trung also said that starting from 2021, after the COVID-19 pandemic, for the first time, Ho Chi Minh City witnessed a decline in the number of immigrants.

In 2023, the number of immigrants will be only 0.67%, the first time the rate of mechanical population growth is lower than the rate of natural population growth. In previous years, in 2022, these two rates were equal at 0.7%.

In 2020, the city's mechanical population growth rate was 1.7%, receiving an average of nearly 170,000 - 180,000 immigrants, adding human resources to the city. But by 2023, with a rate of 0.67%, the number of immigrants was only about 65,000 people.

"For the first time, Ho Chi Minh City is no longer an ideal destination for immigrants from other provinces," said Mr. Trung.

22 provinces and cities have low birth rates

Mr. Nguyen Thien Nhan - member of the 15th National Assembly , former Secretary of the Ho Chi Minh City Party Committee - informed that in 2023, Vietnam's total fertility rate had dropped to 1.96 children/woman, the lowest level since 1975.

The whole country has 22 provinces and Ho Chi Minh City with birth rates below the total replacement rate, accounting for 40% of the country's population.

In which, the Southeast has a low total fertility rate of 1.47, the Southwest is 1.61.

Without a breakthrough change in economic, social and population policies, Vietnam's total fertility rate will continue to fall further below 2.1 children per woman.
