Improve the quality of education , maintain universalization
Implementing the Party and State's policy on education development, the Party Committee and government of Bung Lao commune (Dien Bien province) identified the work of eliminating illiteracy and universalizing education as a key political task. During the 2020-2025 term, the commune firmly maintained the results of achieving universal preschool education standards for 5-year-old children, universal primary education level 3, secondary education level 3 and eliminating illiteracy level 2.
There are currently 12 schools in the area, with 175 classes and more than 5,300 students. The school network is arranged reasonably, the facilities are increasingly spacious: 87.5% of classrooms are solid, 57.33% of boarding rooms and 67.57% of public service rooms have been invested in and upgraded. Schools maintain and improve the criteria for national standard schools, with 11/11 schools meeting level 1 standards, achieving level 2 education quality accreditation - exceeding the target compared to the Resolution of the Provincial Party Congress.
Along with strengthening the school network, the commune focuses on streamlining students after junior high school, vocational training for rural workers, and linking illiteracy eradication with sustainable livelihood creation. Thanks to that, the rate of mobilizing children to go to school has increased steadily over the years, and the dropout rate has decreased sharply, especially in remote areas.
The entire political system joins hands to eliminate illiteracy
To improve the literacy rate, Bung Lao commune promotes the role of the Party Committee, the government, the Fatherland Front and socio-political organizations in propagating and mobilizing people to participate in learning. The movements "All people unite to build a cultural life", "Skilled mass mobilization", "Building a learning society" are integrated with the goal of eliminating illiteracy, creating a momentum that spreads to each village and each household.
School officials and teachers coordinate with village chiefs and prestigious people to organize night classes and combined classes in highland villages, helping people learn to read and write and improve their production skills. The popularization classes are organized flexibly according to the age group, level and living conditions of the people.
In addition, 100% of managers, teachers and staff received summer political training before the new school year; scientific research activities and innovation in teaching methods were promoted. In particular, by 2025, the entire commune will complete training for 100% of staff and teachers at all levels on the application of artificial intelligence (AI), effectively serving teaching, school management and monitoring learning progress in literacy classes.

Linking illiteracy eradication with community development
The work of eliminating illiteracy in Bung Lao is implemented in conjunction with eliminating information illiteracy and eliminating technology illiteracy. The commune government has synchronously implemented the digital transformation project, bringing fiber optic internet and 4G waves to all villages and remote schools. People are instructed to use smartphones, access information on production, prices, and markets; thereby improving economic skills and social awareness.
The lifelong learning movement is integrated with the program of new rural development and sustainable poverty reduction. Literacy classes combine knowledge dissemination on health, environmental sanitation, gender equality, and economic skills, helping people change their thinking and proactively improve their lives.
Thanks to that effort, up to now, Bung Lao commune has maintained the level 2 literacy standard, aiming for level 3 by 2030, according to the goal defined in the development direction for the period 2025 - 2030.
In the period of 2025 - 2030, Bung Lao commune continues to set the goal of maintaining 100% of children from 3 to 5 years old going to school, firmly consolidating the criteria for universal education and improving the results of illiteracy eradication. The commune strives to solidify 100% of classrooms, public rooms, boarding and semi-boarding rooms, build at least one secondary school that meets national standards at level 2, and 100% of staff and teachers meet professional standards and have certificates in basic information technology application.
The Commune Party Committee determined that investing in education, including illiteracy eradication, is investing in sustainable development. This is both a long-term political task and a prerequisite for improving people's knowledge, developing quality human resources, and creating momentum for the process of building a new model rural commune, rich in identity and knowledge.
