Quang Tri leaders urge progress in preparing projects in My Thuy area

On October 30, the People's Committee of Quang Tri province held a working session with Vietnam Electricity Group, Vietnam National Coal - Mineral Industries Group and My Thuy International Port Joint Stock Company (MTIP) on the progress of projects in the My Thuy area of the Southeast Quang Tri Economic Zone. Reporting at the meeting, the representative of the Quang Tri Economic Zone Management Board said that the projects proposed by MTIP include: Logistics area behind My Thuy Port (land use scale of 85.99 hectares, total investment capital of 2,232 billion VND); Duty-free zone (area of about 275 hectares); Investment in construction and business of Trieu Phong Multi-industry Industrial Park in the Southeast Quang Tri Economic Zone. In addition, the My Thuy Coal Processing, Classification and Preservation Complex project is also adjusting the General Planning and zoning plan of the Economic Zone.

According to the Management Board of Quang Tri Economic Zone, currently competent authorities are carefully studying the documents proposing approval of investment policies for projects to ensure compliance with legal regulations.

In the area of the Thermal Power Plant Project proposed by EVN, the locality has cleared 56.8 hectares of land, the remaining area that has not been cleared is about 33.2 hectares; of which 11 households have not been relocated and the remaining land area is forest land for production, aquaculture of the people and unused flat land.

For this project, the Provincial Economic Zone Management Board is currently actively guiding Vietnam Electricity Group to prepare a proposal for approval of the investment policy, expected to be completed in November 2025.

At the Coal Transit, Processing and Trading Warehouse Project proposed by the Northern Coal Trading Joint Stock Company - Vinacomin (under TKV), the Provincial People's Committee assigned relevant departments and branches to focus on supporting the Northern Coal Trading Joint Stock Company - Vinacomin to remove difficulties and obstacles, striving to start the project in the fourth quarter of 2025.

Currently, the Provincial Economic Zone Management Board is implementing the preparation of the Local Adjustment Dossier for the Construction Zoning Plan of the Southeast Quang Tri Economic Zone, Phase 1 (Thermal Power Center area) and seeking appraisal opinions from relevant agencies according to Document No. 1268/KKT-QHXD dated October 28, 2025.

At the meeting, representatives of EVN and TKV groups proposed construction locations for the Thermal Power Plant, Coal Transfer Warehouse, Processing and Trading, and Slag Yard projects in accordance with the project objectives to facilitate construction implementation.

Speaking at the meeting, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien requested EVN and TKV Group to commit to optimizing the area and exploitation during the project implementation process, and ensure resettlement for people affected by the project.

Concluding the meeting, Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam acknowledged and highly appreciated the close coordination between departments, branches, sectors and corporations in the past time, and emphasized that the connection and unification of project construction locations between corporations will create a production chain that brings high efficiency to the project and saves land area.

Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam suggested that when implementing the project, investors should prioritize and pay more attention to environmental issues in the My Thuy area, and apply the most modern and best technology to operate the Thermal Power Plant. Relevant departments, branches and investors must inherit previous plans to implement the project.

According to Mr. Hoang Nam, the Provincial People's Committee agreed on the project construction location that the corporations had proposed. EVN and TKV corporations coordinated to build projects to create a closed product production chain, optimize and reduce related costs.

Standing Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam also requested that in the coming time, departments, branches, localities in the province and investors continue to vigorously implement site clearance work to promptly hand over clean sites to the construction unit. Assign the Provincial Economic Zone Management Board to coordinate and guide MTIP to carry out related procedures to implement the project. In addition, relevant agencies and investors need to prioritize early implementation of resettlement for people affected by the project and the resettlement area must ensure better than the old residence.
