At the meeting, Mr. Dinh Huu Hoc, Standing Vice Chairman of the Provincial People's Committee, expressed his pleasure to welcome Ms. Marcelle Torres Alves Okuno and her husband to survey, promote and boost cooperation in areas of interest to both sides, and at the same time, introduce the potential and strengths of Lang Son province in industrial development with industrial infrastructure being focused on synchronous investment, clean energy, especially wind power and UNESCO Global Geopark. He also expressed his hope that, with their role and influence, she and her husband will be a bridge to attract Brazilian investors to industrial zones and clusters in Lang Son province, continue to promote cooperation and exchange activities in the fields of technology, education and training, tourism promotion, youth football training, etc.
Ms. Marcelle Torres Alves Okuno, Honorary Consul of Vietnam in Rio de Janeiro State, Brazil, expressed her deep gratitude for the warm welcome of the provincial leaders for the working delegation. At the same time, she affirmed that in the areas that are strengths of Rio de Janeiro State, Brazil, and that Lang Son Province is interested in, such as green energy towards sustainable development, education and training, and youth football, she will strive to be a bridge to promote cooperation between Rio de Janeiro State as well as other localities and businesses of Brazil with Lang Son Province. She also proposed a number of activities that have the potential to promote cooperation between the two sides in the near future, such as cultural exchanges and local tourism promotion.

The working program in Lang Son province of Ms. Marcelle Torres Alves Okuno originated from the results of the working trip of the Provincial Delegation to Brazil in September 2025, laying the foundation to promote exchange and cooperation between Lang Son province and Brazilian localities in the coming time.
