The event took place in Hanoi, witnessed byPresident Luong Cuong and French President Emmanuel Macron. This is an official activity within the framework of the French President's State visit to Vietnam at the invitation of President Luong Cuong. The visit is of special significance as the two countries have just upgraded their relationship to Comprehensive Strategic Partnership from October 2024 during the official visit to France by General Secretary To Lam.
The event announcing the signing of a cooperation agreement between VNVC and Sanofi on vaccine production technology transfer is a clear demonstration of the trust and efforts of both sides to move towards new heights of development in essential fields of the globalization era such as medicine and health care.

Speaking at a press conference after the document handover ceremony, President Luong Cuong said that Vietnam and France have recognized cooperation in traditional fields, science and technology, health care,education and training, and many other development aspects in the context of the new relationship. The two sides agreed to promote cooperation in areas of their strengths such as aerospace, nuclear energy, artificial intelligence, digital transformation, pharmaceuticals, and promoting technology transfer.
Accordingly, the agreement on vaccine production technology transfer between VNVC Vaccine Company and Sanofi - a leading French pharmaceutical group - is a concrete demonstration of the realization of strategic cooperation between the two countries, laying the foundation for the development of bilateral relations in the health sector, not only in trade and human resource training, but also in expanding and enhancing cooperation in scientific research, technology transfer, and high-tech vaccine production. The cooperation is expected to bring great and long-term benefits to the people of the two countries in the fields of health care and healthcare, while creating momentum and a solid legal basis for bilateral activities in health, pharmaceuticals, and vaccines in the coming time.
This is also an important step for the Vietnamese health sector to expand international cooperation in advanced science and technology, proactively step by step to strengthen national health security, improve the capacity to respond to future epidemic challenges, create a solid foundation for outstanding development in the biomedical field, and bring practical benefits to the people.
According to the cooperation agreement, VNVC and Sanofi will gradually implement technology transfer to produce some important vaccines of Sanofi used in large quantities in Vietnam. In addition, Sanofi also accompanies VNVC in training human resources and quality management in vaccine research and production.
Speaking about the significance of this cooperation, Mr. Ngo Chi Dung - General Director and Chairman of the Board of Directors of VNVC Vaccine Company, said that in the context that the Party and the State are creating the most favorable conditions for the development of the private economy, especially in the field of international cooperation in science and technology, the cooperation in technology transfer with Sanofi - the world's leading vaccine manufacturer - is an important cooperation, helping VNVC in particular and the Vietnamese vaccine manufacturing industry in general to quickly improve its capacity to produce high-quality "Made in Vietnam" vaccines on par with the world. Technology transfer allows Vietnam to quickly access leading modern technologies, optimize research and development activities, promptly serve domestic needs and firmly ensure national health security.
"The cooperation agreement with Sanofi, a pharmaceutical group with more than 100 years of experience and global influence, is an opportunity for Vietnam to access the world's leading vaccine production technology, thereby being able to proactively produce hundreds of millions of doses of high-quality vaccines each year to serve domestic needs and even export. Proactive domestic production will help ensure adequate supply of high-quality vaccines and reduce vaccine costs for people. This is of great significance in the strategy of vaccine coverage, protecting the health of all people, thereby reducing the burden of disease, reducing medical examination and treatment costs, and improving the quality of life," Mr. Ngo Chi Dung expected.
Every year, VNVC Vaccine Company with a system of hundreds of VNVC vaccination stations serves tens of millions of customers with high-quality vaccines, safely preserved according to international standards at reasonable costs, making an important contribution to the prevention of infectious diseases for people and the community.
In its strategic vision of contributing to the goal of national vaccine self-sufficiency, VNVC will build a modern VNVC Vaccine and Biologicals Factory, with a scale of up to 26,000 m2 in Long An province. With an initial investment of VND 2,000 billion, the VNVC vaccine factory is designed to meet the highest standards of Good Manufacturing Practice (GMP) of the World Health Organization (WHO), the European Union (EU) and the US Food and Drug Administration (FDA).
Currently, Sanofi is providing tens of millions of doses of high-quality vaccines to serve the needs of vaccination services in Vietnam such as 6-in-1 Hexaxim vaccine, 3-in-1 diphtheria-pertussis-tetanus Adacel vaccine, rabies Verorab, meningococcal meningitis Menactra, hepatitis A Avaxim, quadrivalent influenza Vaxigrip Tetra, typhoid Typhim VI. Most of these vaccines are supplied and safely vaccinated at the system of more than 220 VNVC vaccination centers nationwide with preferential pricing policies.
It is expected that when these vaccines are produced at the VNVC factory, Vietnam will have an abundant supply and reduced costs, providing the opportunity for full vaccination and health protection for many children and adults.
