At the conference, Mr. Nguyen Quyet Chien, Deputy Director of Lao Cai Customs Department, provided an overview of the results of state management of customs in the first 10 months of 2023 in the following areas: Supervision and management of tax laws, customs laws, management policies of ministries and branches related to import and export activities; anti-smuggling work; information collection, processing and risk management; post-clearance inspection; administrative reform, customs modernization; implementation of the "Customer Service Declaration"...
Accordingly, the total number of enterprises participating in import and export is currently 614, an increase of 18 enterprises compared to the same period in 2022. The total import and export turnover is 1,168.9 million USD, down 7.2% compared to the same period in 2022 (of which exports are 755.7 million USD, up 1.6% compared to the same period in 2022. Imports: 413.1 million USD, down 19.9% compared to the same period in 2022)
Means of transport for export and import: 93,372 trips of cars (of which 67,180 were Chinese cars and 26,192 were Vietnamese cars). 948 trips of trains (of which 474 trips of trains both exiting and entering the country).
Regarding budget revenue from January 1, 2023 to October 31, 2023, it reached 754.9 billion VND, reaching 50.3% of the target assigned by the Ministry of Finance and General Department of Customs (1,500 billion VND); reaching 32.1% of the target assigned by the Lao Cai Provincial People's Council (2,350 billion VND), down 45% compared to the same period in 2022 (1,160.8)
At the conference, Lao Cai Customs Department also disseminated to businesses Decision No. 1399 dated July 15, 2022 of the General Department of Customs on promulgating the Pilot Program to support and encourage businesses to voluntarily comply with customs laws.
Next, Lao Cai Customs Department had a dialogue with businesses to grasp the shortcomings in mechanisms and policies; and shared with businesses the difficulties in import and export activities of goods.
Enterprises have expressed their opinions and recommendations to Lao Cai Customs Department on issues related to price consultation; the declaration of imported goods information that is not allowed to change the vehicle license plate; the sending of vehicles to China to transport goods back...
Mr. Nguyen Thanh Binh, representative of Lao Cai Yellow Phosphorus Joint Stock Company, requested Lao Cai Customs Department to clarify the issue of cumbersome administrative procedures in the field of import and export, the consultation price given by Customs is too high compared to the actual market price, and it is also necessary to change the criteria based on the number of declarations to rank enterprises.
Responding to this issue, the leader of Lao Cai Railway Customs Branch said: In recent times, the world phosphorus export price has fluctuated frequently. Therefore, according to the risk management requirements of the customs authority, including the application of risk management to prices, price consultation is very necessary. Based on the ranking of enterprises, for enterprises ranked 3 and 4, the customs authority will apply risk management to goods (physical inspection of goods), detailed examination of records, declarations and price consultation. The price consultation aims to clarify and accurately determine the price of exported phosphorus, ensuring that no errors occur, avoiding fraud and tax evasion. The customs authority also noted the recommendations made by the company for consideration and submission to superiors to reduce unnecessary procedures in the administrative field.
The representative of An Nguyen Import-Export Company requested the customs authority to guide the business in sending empty container trucks to China to load goods because China accepts to send them to the customs inspection yards to load goods to save on loading and unloading costs and changing the vehicle.
Regarding this issue, the representative of the Lao Cai Border Gate Customs Branch said: From November 1, 2023 to April 30, 2024, a two-way cargo transportation pilot will be conducted. Vehicles participating in the two-way cargo transportation pilot must unload and load goods in the return direction at a location confirmed by the border gate management agencies of both Vietnam and China. They are not allowed to unload or load goods outside the designated area or scope.
Vehicles participating in the pilot two-way cross-border cargo transportation must meet the conditions for international cargo transportation and follow the criteria of "One vehicle, one certificate, one round trip" in effect... However, the proposal of An Nguyen Import-Export Company will be accepted by the customs authority and proposed to competent authorities for consideration to facilitate and effectively transport goods through the border gate.
At the conference, the leaders of Lao Cai Customs Department pledged that the Customs sector will always accompany businesses, creating maximum convenience for import and export activities. Lao Cai Customs Department always listens, shares and promptly supports and resolves problems and difficulties in import and export activities in accordance with the "Customer Service Declaration" of the Customs sector.
At the conference, Lao Cai Customs Department and Lao Cai Provincial Business Association signed a cooperation agreement.
